A work session was held by the Board of Trustees of the Village of Babylon on Wednesday, March 15, 2017. On the motion of Trustee Muldowney, seconded by Trustee Adams and unanimously carried, the meeting opened at 7:50 p.m. On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the meeting adjourned at 8:00 p.m.

Regular meeting of the Board of Trustees opened at 8:00p.m.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to approve the minutes of the February 28th, 2017, regular meeting of the Board of Trustees and dispense with the reading of the same.
On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was
RESOLVED to terminate John Farrelly as Provisional Grants Technician effective March 11, 2017, and re-hire him as a part-time Senior Account Clerk with a salary of $21.00 per hour, effective March 13, 2017.
On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was
RESOLVED to issue refunds in the amounts indicated below to each of the applicants listed for the return of ZBA sign(s) for partial refund:

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was
RESOLVED to grant permission to the Babylon Community Scholarship Committee to maintain temporary signs at various merchants in the Village, from March 15th to May 3rd, 2017, to advertise the 52nd Annual Fashion Show and dinner.
On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was
RESOLVED to accept the changes as per the attached Assessor Petitions;

ALSO RESOLVED to issue a refund in the amount of $298.60 to Theodore Everitt for 2016 Taxes, for the property located at 11 Virginia Road. [S/B/L: 014-03-099]
On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was
RESOLVED to increase the Public Hearing sign deposit fee to $100.00, effective immediately. [The partial refund for sign return will remain at 50%.]
On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to increase the annual salary of William Sharkey $1,000 effective March 6, 2017, having completed his six month probationary period.
On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to grant permission to the Babylon Breast Cancer Coalition to maintain temporary signs at various merchants in the Village, from March 23rd to April 23rd, 2017, to advertise the Flap Jack Breakfast Fundraiser.
On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to bill the new owner of the property listed a total of $343.20 for the 2016/17 Tax Year, for exemptions removed as per the Assessor Petition dated January 24, 2017.

On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to grant permission to Suffolk Marine to use the Village Municipal Dock from Saturday, June 10, 2017, through Sunday, June 11, 2017, for the Striped Bass Tournament to be held on Sunday, June 11, 2017. This permission is granted contingent upon timely receipt of the required Certificates of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed & notarized ‘Hold Harmless’ Agreement.
On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to grant permission to Bicycle Shows U.S. to hold their annual Ride to Montauk bicycle event from the Babylon Long Island Railroad Station to Montauk on Saturday, May 20, 2017. Set-up will begin the afternoon of Friday, May 19th and be gone by Sunday afternoon, May 21, 2017. This permission is granted contingent upon timely receipt of the required Certificates of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed & notarized ‘Hold Harmless’ Agreement.
On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to issue a refund in the amount of $65.00 to Arthur Shaw for moving from an 11’ wide slip [#79] at Lewis Pond to a 10’ wide slip [#63] at Lewis Pond.
On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to accept the resignation of Louis Torres as a Highway Laborer effective as of February 24, 2017.
On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to hire Jose Carbajal as a full time laborer at the Golf Course with an annual salary of $28,080, effective March 6, 2017.
Mayor Scordino made the following announcements:
The Board of Trustees of the Village of Babylon will hold Public Hearings on Tuesday, March 28, 2017, at 7:00 pm, or as soon thereafter as can be heard, to consider the following:
- Application of Eduardo Matute to open Sorriso Café at 122 North Carll Avenue, the current location of Babylon Crepe and Pita Grill. Copy of application and plans may be examined at the Office of the Village Clerk, Monday through Friday, between the hours of 10:00 am and 4:00 pm.
- Adoption of Local Law #4 of 2017, to amend current Village Code, Chapter 367-1. Copy of text is available in the Office of the Village Clerk.
The Audited Financial Statements for the period beginning June 1, 2014 through May 31, 2015, as prepared by Skinnon and Faber, CPA’s P.C. were accepted by the Board of Trustees at a special meeting during the work session on March 7, 2017. A copy is on file in the Office of the Village Clerk.
The meeting was opened to the public; no one addressed the Board.
