A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, March 10, 2020.  On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 7:10 p.m.  On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, the Board entered into Executive Session at 7:25 p.m. to discuss current litigation.  On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the Executive Session ended at 7:58 p.m.  On the motion of Trustee Muldowney, seconded by Trustee Silvestri, and unanimously carried, the work session adjourned at 8:00 p.m.

Regular meeting of the Board of Trustees opened at 8:01 p.m.

The Pledge of Allegiance was led by Trustee Silvestri.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the February 25, 2020 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Citizens Campaign for the Environment to canvass in the Village from March 23rd through April 10th, 2020, Wednesday through Friday, between the hours of 3:00p.m. and 7:00p.m., during daylight hours only.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED that the Village of Babylon will participate in the New York State “I Love My Park Day” on Saturday, May 2nd, 2020, at the following places and times:

            Argyle Lake Park – 8:00 a.m. to 1:00 p.m.

            Southards Park – 2:00 p.m. to 5:00 p.m.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to Christ Episcopal Church to maintain a temporary lawn banner at 12 Prospect Street from March 30th to April 13th, 2020, to advertise their Easter Sunday services and Easter Egg Hunt.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to Christ Episcopal Church to maintain temporary signs at various merchants in the Village from April 19th to May 11th, 2020, to advertise their Mother’s Day Plant Sale.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to Christ Episcopal Church to maintain a temporary lawn banner at 12 Prospect Street from April 19th to May 11th, 2020, to advertise their Mother’s Day Plant Sale.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to issue a pro-rated refund in the amount of $640.00 to Christopher DeBlasio for the return of non-resident parking decal #2254.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED that the Village of Babylon will hold two Shred days, April 18, 2020 from 9:00 a.m. to 1:00 p.m. and September 19, 2020 from 1:00 p.m. to 5:00 p.m.  Both events will be held at Village Hall on Carlston Place.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that the Bicycle Advisory Committee will host a community group ride from the Park Avenue tennis courts, around Belmont Lake, and back, on Saturday, May 9th, 2020 from 9:00 a.m. to 11:00 a.m.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the following warrant for March 10, 2020:

General Account:                    $ 126,448.82

TOTAL GENERAL FUND:    $ 126,448.82

TRUST FUND:                         $     3,289.89

TOTAL:                                      $ 129,738.71

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to grant permission to the G6pd Deficiency Foundation to hold their second annual awareness fundraising event, Paddle N Pedal for the Bands, at the Babylon pool parking lot on Saturday, August 1st, 2020 from 7:30 AM to 2:00 PM.  The G6pd Deficiency Foundation shall comply with its submissions to the Board which form the basis for this approval.  This permission is granted contingent upon timely receipt of the required Certificates of Insurance with the Village of Babylon listed as an ‘additional insured’, as well as a signed and notarized ‘hold harmless’ agreement from the G6pd Deficiency Foundation and any vendors that may participate.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to hire the following as part-time starters at the golf course effective March 17, 2020:

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to authorize the Mayor to sign the attached easement agreement with Suffolk County regarding the Jumpstart Suffolk grant program for the restoration of Argyle Falls.   (#1538)

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that the Board of Trustees of the Village of Babylon is the Lead Agency regarding proposed Local Law #2 of 2020, establishing a moratorium on 24-hour uses in the Business District

and therefore,

BE IT RESOLVED that the Board of Trustees has determined this action will not have an adverse impact on the environment.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried,

WHEREAS a Public Hearing was held on Tuesday, March 10, 2020,

BE IT HEREBY ENACTED that the following Local Law, proposed as Local Law #2 of 2020, is HEREBY ADOPTED as:

Local Law 2 of 2020, establishing a moratorium on 24-hour uses in the Business District

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to schedule a Public Hearing to be held on Tuesday, March 24, 2020, at 7:00 p.m. to consider the petition of Bomticc LLC to rezone the premises at 75 Fire Island Avenue from Residence O to Residence M.  Copy of petition and plans will be available in the Office of the Village Clerk beginning March 12, 2020.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to schedule the annual Budget Hearing to be held on Monday, April 6th, 2020, at 7:00 p.m. where comments relating to the tentative budget will be heard.  Immediately following the Budget Hearing, the annual Organizational Meeting will be held.

Mayor Scordino noted that no one was present in the audience to address the Board.

The meeting adjourned at 8:12 p.m.
