A work session was held by the Board of Trustees of the Village of Babylon on TUESDAY, JUNE 2, 2020.  On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 4:40 p.m.  On the motion of Trustee Davida, seconded by Trustee Silvestri and unanimously carried, the work session ended at 6:10 p.m.

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 7:07 p.m.  On the motion of Trustee Silvestri, seconded by Trustee Davida and unanimously carried, the Board entered into executive session at 7:12 p.m. to discuss current litigation and adjourned the work session.  On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the executive session ended at 7:56 p.m.

Regular meeting of the Board of Trustees opened at 8:00 p.m.

The Pledge of Allegiance was led by Trustee Davida.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the May 26, 2020 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the resignation of Peter Corso as a part-time parking meter officer effective March 6, 2020.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the following warrant for June 9, 2020:

            General Account:                                $ 547,283.80

            Conklin House:                                    $            0.00

            TOTAL GENERAL FUND:               $ 547,283.80

            Capital Fund:                                       $            0.00

            Trust Fund:                                          $     5,957.12

            TOTAL:                                                $ 553,240.92

Trustee Silvestri thanked Scott Glenn and Trustee Adams for their leadership in the reopening of businesses during phase I and phase II.  She also commented that the Conklin House Committee is looking to schedule some community events to be held over the summer, depending on the guidelines that will be in place.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to accept the resignation of Patricia Carley as a part-time employee effective May 20, 2020.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to dispose of the following records as per the New York State archives records retention schedule MU-1:

            Warrant Vouchers dated June 1, 2013 through May 31, 2014

Trustee Adams commented that some virtual summer recreational programs are being scheduled.  An announcement will be coming soon.

The Mayor thanked Trustee Adams and Scott Glenn for their hard work, diligence and tremendous efforts in helping to get businesses reopened during phases I and II.  This is so vital to our community and people are so appreciative.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to accept the attached salary schedule for the Summer Youth Employment Program for 2020.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to approve the attached Budget Transfers for the 2019/20 Fiscal Year.

Trustee Davida commented that unfortunately the pool is closed for the summer for safety and health reasons.  There is a small crew working on maintenance and repairs.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to increase the annual salary of Adam Ahlers $1,000.00 effective May 18, 2020, having completed his six-month probationary period.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to approve the attached Budget Revisions for the 2019/20 Fiscal Year.

Trustee Muldowney commented that the golf course leagues have started and the junior clinic will start the end of June.  Call the golf course for information and to sign up.

Mayor Scordino commented that during this ever-changing time, all decisions are based on the health and safety of our residents.  He thanked all the Trustees for their hard work and all the residents for persevering and following the social distancing rules. He reminded everyone to either call or email with any concerns.

The Mayor also commented that the Village Board will most likely continue to hold board meetings via Zoom until the end of July.
