On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, the meeting opened at 7:15 p.m.  On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, the Board entered into executive session at 7:22 to discuss current litigation and ended the work session. On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the executive session ended at 7:58 p.m.

Regular meeting of the Board of Trustees opened at 7:59 p.m.

The Pledge of Allegiance was led by Trustee Muldowney.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the May 12, 2020 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated May 20, 2020:

At the regular monthly meeting of the Fire Council held May 19, 2020, the Fire Council took the following actions and we await your approval:

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that THOMAS SPREER be appointed as SPECIAL COUNSEL TO THE VILLAGE OF BABYLON at a rate of $175 per hour.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the following warrant for May 26, 2020:

            General Account:                                $ 194,898.89

            TOTAL GENERAL FUND:                $ 194,898.89

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to Babylon Village Arts Council to use Argyle Park, east of the Memorial Garden, on Saturday, September 26th, 2020, from 10:00 a.m. to 5:00 p.m., (rain date September 27, 2020) for the 13th Annual Outdoor Art Exhibit.   This permission is granted contingent upon timely receipt of the required Certificate of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed & notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to renew the intermunicipal agreement for Social Media Services between the Village of Babylon and the Town of Babylon until May of 2021.                                  [#1498]

Trustee Adams commented that the tennis courts on the south side of Park Avenue are being repaired and re-lined for pickleball.  A pickleball tournament will be set up for the end of the summer / early fall.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED that JAMES GOWAN be appointed as SPECIAL COUNSEL FOR TAX AND CERTIORARI PROCEEDINGS for one year at a rate of $175 per hour.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED that the STORM WATER MANAGEMENT MS4 Annual Report for the period ending March 2020 is available for review on the Village website and in the Office of the Village Clerk during regular business hours.

Trustee Davida made the following announcement:

After careful consideration, keeping the health and safety of all our children first and foremost in our efforts, we will not be holding our swim lesson program this year.  We are still awaiting further guidance as to the opening of the pool overall.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED that BRUCE HUMENIK be appointed STANDING HEARING OFFICER for Civil Service Law Section 75 Disciplinary Cases at a rate of $100 per hour.

Trustee Muldowney commented that the golf course is doing well and we are still waiting to hear from the State regarding the Junior Clinic.

Trustee Adams made the following announcement:

After careful consideration, keeping the health and safety of all our children first and foremost in our efforts, we will not be holding our summer recreation programs this year.

We are exploring the possibility of some virtual programs and we’ll post that information once available.

Mayor Scordino made the following announcements:

The Farmers’ Market will start up for the season on Sunday, June 7th, 2020 and continue until November 22nd.  The Market will be open observing strict social distancing guidelines.

As of Monday, June 8th, 2020, garbage collection will resume with the normal pick up schedule according to the Village Calendar.  House garbage will no longer be required to be brought to the curb.  Rubbish days will go back to their normal once-per-week pick up at the curb, along with recycling materials.  Every Friday we will continue to pick up metal items. Please call on or before Thursday to be put on the list for Friday pick up.

We urge all residents to sign up for our email notification list.  This can be done through our website at www.villageofbabylonny.gov by completing the information fields approximately ¾ of the way down on the right hand side of the page. 

The Mayor reminded everyone of the importance of continuing social distancing, wearing face masks, and no large group gatherings. 

The Mayor thanked all for their support and understanding during this unprecedented time.
