A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, June 13, 2017. On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried, the meeting opened at 7:10 p.m. On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting adjourned at 7:55 p.m.

Regular meeting of the Board of Trustees opened at 8:00 p.m.
The Pledge of Allegiance was led by Trustee Davida.
On the motion of Mayor Scordino, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to approve the minutes of the May 23rd, 2017, regular meeting of the Board of Trustees and dispense with the reading of the same.
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to dispose of the following records as per the New York State archives records retention schedule MU-1: Warrant Vouchers dated June 1, 2010 through May 31, 2011
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to grant permission to the residents of Mayhew Ave. to hold a Block Party on Saturday, August 12th, 2017, from 12:00 Noon to 11:00 p.m., with a rain date of August 13th, 2017. The street will be blocked between Meade Ct. and Alton Rd., subject to parking restrictions for emergency purposes.
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to accept the resignation of Elizabeth Waters Fraker as a clerk typist effective June 10, 2017.
Trustee Basile announced that the Conklin House will be hosting a Barbeque & Beer Tasting Fundraiser on July 9th, 2017.
On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to hire the following Directors with regard to the Summer Recreation Program:
Gymnastics – Alison Carty, $1,700 per season
Basketball – Stephen Ippolito, $1, 700 per season
Tennis – Robert Andrews, $1,700 per season
On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to grant permission to the residents of Roosevelt Street to hold a Block Party on Saturday, July 29th, 2017, from 12:00 Noon to 11:00 p.m., with a rain date of August 12th, 2017. The street will be blocked between Deer Park Avenue and Siegel Blvd., and Cleveland Street, subject to parking restrictions for emergency purposes.
On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to accept the attached Inter-municipal Agreement between the Village of Babylon and the Town of Babylon for professional services. [Social media production, design, operation] #1498
On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to approve the following warrant for June 13th, 2017:

RESOLVED to hire Meghann Longo as a part-time clerk typist in the building department with a salary of $10.50 per hour effective June 9, 2017.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was
RESOLVED to re-appoint Patricia Walsh to the position of Museum Clerk effective June 1, 2017, with an annual stipend of $1,600.00
Trustee Davida announced that the Village Pool will be open just for this upcoming Father’s Day weekend (Saturday, 6/17 & Sunday, 6/19), and then re-open for the season on June 24th.
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to hire Kevin Bacik as a part-time Highway Laborer with a salary of $10.50 per hour effective May 24, 2017.
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to terminate the employment of Michael Corio as a part-time highway laborer effective May 22, 2017.
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried,
WHEREAS A Public Hearing was held on Tuesday, November 22, 2016,
BE IT HEREBY RESOLVED to approve the application of Massimiliano Gargiulo to open a pizzeria, Molto Pizza, at 376 Deer Park Avenue.
ALSO BE IT RESOLVED to approve and adopt the attached Covenants and Restrictions for Molto Pizza, 376 Deer Park Avenue. [Section 6 / Block 3 / Lot 36]
Mayor Scordino read the following:
RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A MEMORANDUM OF AGREEMENT WITH THE CIVIL SERVICE EMPLOYEES ASSOCIATION, INC., LOCAL 1000 AFSCME, AFL-CIO, INCORPORATED VILLAGE OF BABYLON FULL-TIME DPW UNIT, SUFFOLK COUNTY LOCAL 852
WHEREAS, the Board of Trustees of the Village of Babylon, upon the report of Counsel, has been advised that the Village bargaining team has successfully negotiated Memorandum of Agreement with The Civil Service Employees Association, Inc., Local 1000 AFSCME, AFL-CIO, Incorporated Village of Babylon Full-Time DPW Unit, Suffolk County Local 852;
NOW THEREFORE, BE IT RESOLVED, that the Board of Trustees of the Village of Babylon, in accordance with the details of the May 24, 2017 Memorandum of Agreement, attached hereto, hereby ratifies same and directs the Mayor to enter into a contract consistent with the terms of the May 24, 2017 Memorandum of Agreement.

Mayor Scordino read the following resolution which was passed at the Public Hearing:
WHEREAS A Public Hearing was held on Tuesday, June 13th, 2017, be it hereby enacted that the following Local Law, proposed as Local Law #5 of 2017, is HEREBY ADOPTED as:
Local Law 5 of 2017, to repeal Local Law #1 of 2017, which was a local law authorizing a property tax levy increase in excess of the limit established in General Municipal Law§ 3-C.

Mayor Scordino made the following announcements:
- Registration for the Summer Recreation Programs will take place at Village Hall on Tuesday, June 20th, Wednesday, June 21st, and Thursday, June 22, from 9:00 a.m. to Noon.
- The Board of Trustees of the Village of Babylon will hold a Public Hearing on Tuesday, June 27, 2017, at 7:00 p.m. to consider the adoption of the following Local Laws of 2017:
Local Law #6 of 2017 – to amend Chapter 343, Article XII, Section 8 (pertaining to fees for Violations)
Local Law #7 of 2017 – regarding Senior Citizen Exemptions
- The Board of Trustees of the Village of Babylon will hold a Public Hearing on Tuesday, June 27, 2017 to consider the applications of:
Laura Duncan and Daneen Colombo, Principals of LDDL, Inc. to open Super Bowls Acai Bowls and Smoothies, at 21 Cooper Street, formerly Subway Sandwich Shop.
Brooke Jankow, Principal of Brooke & Steven Restaurants, Inc. regarding changes to the restaurant, Swell Taco, located at 135 Deer Park Avenue.
