A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, July 9, 2019.  On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 7:15 p.m. On the motion of Trustee Silvestri, seconded by Trustee Davida and unanimously carried, the Board entered into Executive Session at 7:37 p.m. to discuss current litigation.  On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, the Executive Session ended at 8:09 p.m.  On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting adjourned at 8:10 p.m.

Regular meeting of the Board of Trustees opened at 8:12 p.m.

The Pledge of Allegiance was led by Trustee Davida.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the June 25th, 2019 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to terminate the employment of Taqwan Gooden Hill as a sanitation laborer effective June 4, 2019.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue a refund in the amount of $140.00 to Maria Teresa Madariaga for overpayment of a pro-rated Apartment Parking permit.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue a refund in the amount of $50.00 to Mancini Architecture for the return of one Board of Trustees Public Hearing sign for partial refund.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to issue a refund in the amount of $103.19 to Jean L. Smith for overpayment of 2019/20 Taxes on the property located at 36 Lucinda Drive.  [Section 018/ Block 01/ Lot 027]

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the residents of Bacon Lane to hold a Block Party on Saturday, August 3, 2019, from 10:00 a.m. to 11:00 p.m., with a rain date of Sunday, August 4th. The street will be blocked between East Gate and Nehring Avenue, subject to parking restrictions for emergency purposes.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to accept the resignation of Margaret O’Sullivan as a Code Enforcement Officer and EMT effective July 6, 2019.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to Joseph T. DeBello to display temporary window banners [36”x 64” and 48”x 64”] at 37 East Main Street from July 8th to August 1st, 2019, to advertise Hitch Handmade Market coming soon.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to issue a refund in the amount of $65.00 to Ms. Jaclyn Caputo for refund of swim lessons and pool pass for Ryder Caputo.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried,

WHEREAS a Public Hearing was held on Tuesday, June 25, 2019,

BE IT HEREBY RESOLVED to approve the application of Christos Paloubis, to make renovations to Mulberry Street Restaurant, 30 East Main Street, including the addition of a second-floor storage area and expansion into the neighboring storefront.

ALSO BE IT RESOLVED to approve and adopt the attached Covenants and Restrictions for Mulberry Street Restaurant, 30 East Main Street.           [Section 014 / Block 02 / Lot 069.001]

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to accept the resignation of Holly Z. Gaare as a [full-time] clerk-typist in the Building Department effective June 27, 2019.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to hire Holly Gaare as a part-time employee in the Building Department with a salary of $17.65 per hour.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to issue a refund in the amount of $10.00 to Michael Baudille for switching from an 11’ boat slip at Boynes Canal (#3023) to a 10’ slip at Lewis Pond (#5043).

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to hold a Bid Opening at 9:30 a.m. on Thursday, July 25, 2019, for Shoreline Stabilization Materials (supply and delivery of gabion baskets, coir logs, bluestone, and boulders).  Bid Specifications will be available in the Office of the Village Clerk, beginning Thursday, July 11th, between the hours of 9:00 a.m. and 5:00 p.m., Monday through Friday.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to grant permission to Keely Harris to maintain temporary signs from July 20th to August 3rd, 2019, at various homes in the Village and at the following entrances to the Village to advertise the G6pd Deficiency Foundation Paddle & Pedal for the Bands event.
