A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, January 21, 2020.  On the motion of Trustee Silvestri, seconded by Trustee Adams and unanimously carried, the meeting opened at 4:33 p.m.  On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting adjourned at 5:45 p.m.

A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, January 28, 2020.  On the motion of Trustee Davida, seconded by Trustee Silvestri and unanimously carried, the meeting opened at 7:10 p.m.  On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, the Board entered into Executive Session at 7:35 p.m. to discuss current litigation.  On the motion of Trustee Davida, seconded by Trustee Silvestri and unanimously carried, the Executive Session ended at 8:05 p.m.  On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, the meeting adjourned at 8:06 p.m.

Regular meeting of the Board of Trustees opened at 8:08 p.m.

The Pledge of Allegiance was led by Trustee Davida.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the January 14, 2020 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated January 26, 2020:

At the regular monthly meeting of the Fire Council held January 21, 2020, the Fire Council took the following actions and we await your approval:

            Kenneth Witkin effective January 5, 2020.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to Babylon Village Arts Council to use Argyle Park, east of the Memorial Garden, on May 16th, 2020, from 10:00 a.m. to 4:30 p.m., (rain date May 17, 2020) for the 13th Annual Outdoor Art Exhibit. This permission is granted contingent upon timely receipt of the required certificate of insurance with the Village of Babylon listed as an additional insured, as well as a signed & notarized hold harmless agreement.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to remove Kathleen Peterson from the Village payroll as a part-time Parking Meter Officer effective January 28, 2020.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue refunds in the amounts indicated to the applicants listed on the attached chart for the return of ZBA sign(s) for partial refund.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOVLED that the Board of Trustees or a majority thereof shall constitute the Board of Review to hear complaints in relation to assessments on Tuesday, February 18, 2020, at the Municipal Building, 153 West Main Street, Babylon, New York, between the hours of 3:00 p.m. and 7:00 p.m. Eastern Standard time.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Save the Great South Bay non-profit organization to conduct their fourth annual ‘Babylon Village Community Creek Clean-up’ on Saturday, March 28, 2020, from 9:00a.m. to Noon. The staging area will be near the tennis courts on the north side of Park Avenue, just east of the Carlls Creek.  This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed an additional insured, as well as a signed & notarized hold harmless agreement.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Girl Scouts to use the Locust Avenue parking lot for approximately five hours on Saturday, February 22, 2020, to sort and distribute Girl Scout cookies.  This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed & notarized hold harmless agreement.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to hire Alexander Weber as a part-time Parking Meter Officer with a salary of $30.00 per hour effective January 21, 2020.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that the Receiver of Taxes for the Village of Babylon be authorized to close the Tax Year 2019-2020 on January 28, 2020, and return the Tax Roll and Warrant as required by Section 1426 of the Real Property Tax Law.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to accept the resignation of Alex Weber as a full-time Parking Meter Officer and EMT effective January 18, 2020.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to Michael Sparacino of Jack Jack’s Coffee House, 223 Deer Park Avenue, to host the Farm to Table event on Sunday, February 9th, 2020, from 5:00p.m. to 9:00p.m., with live musicians performing in the gallery.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to Paul Genna, member of Babylon Masonic Lodge, and his wife Johanna, Director of Development for Angela’s House, to host a fundraiser event with Psychic Medium Jeffrey Wands at the Babylon Masonic Lodge, 250 W. Main Street, on Saturday, February 8th, 2020, from 5:00pm to 9:00pm.  All proceeds will benefit Angela’s House.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to remove and replace on the Tax Roll for the 2020-2021 Tax Year Eligible Fund exemptions in the amount of   154,850   in assessed value, as per the attached. This is a decrease of   63,925   in assessed value from the prior year.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to remove and replace on the Tax Roll for the 2020-2021 Tax Year:

Senior Citizen exemptions in the amount of   65,721   in assessed value, and approve additional applications in the amount of _1,790_ in assessed value, as per the attached.

The total assessed value of Senior Citizen exemptions for 2020/21 is   67,511 , which is a decrease of   32,149    in assessed value from the prior year.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to remove and replace on the Tax Roll for the 2020-2021 Tax Year:

Alternative Veterans exemptions in the amount of 104,812 in assessed value, and approve additional applications in the amount of 6,250 in assessed value.  Total Alternative Veterans (Combat & Non-Combat combined) exemptions for the 2020-2021 Tax Year are 111,062 in assessed value as per the attached, which is a decrease in the amount of 13,785 in assessed value from 2019. 

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to renew Disability exemptions for the 2020-2021 Tax Year with an assessed value of 2,712, and approve additional applications in the amount of 2,495 in assessed value, as per the attached.  The total assessed value of Disability exemptions for 2020/2021 is 5,207, which is an increase of 2,495 from the prior year.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to renew residence of Clergy exemptions in the amount of 3,000 in assessed value, as per the attached.  The total assessed value of Clergy exemptions for 2020/2021 is 3,000, which is the same as the prior year.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to remove and replace on the Tax Roll for the 2020-2021 Tax Year:

Residential Capital exemptions in the amount of 4,290 in assessed value, as per the attached.  The total assessed value of Residential Capital exemptions for 2020/2021 is 4,290, which is a decrease of 654 from the prior year.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to hire James Hanley as a part-time sanitation laborer with a salary of $10.50 per hour effective January 21, 2020.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to grant permission to the Great South Bay Amateur Radio Club, in conjunction with the Long Island CW Amateur Radio Club and the Marconi Lodge of the Sons of Italy, to host the second annual International Marconi Day activities at the Lewis Pond Marina on Saturday, April 25, 2020, from 6:00 a.m. to 6:00 p.m. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed & notarized hold harmless agreement.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to grant permission to Suffolk Marine to use the Village Municipal Dock from Saturday afternoon, June 6, 2020, through Sunday evening, June 7, 2020, for the Striped Bass Tournament to be held on Sunday, June 7, 2020. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed an additional insured, as well as a signed & notarized hold harmless agreement.
