A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, January 24, 2017. On the motion of Trustee Muldowney, seconded by Trustee Adams and unanimously carried, the meeting opened at 7:09 p.m. On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, the meeting adjourned at 7:50 p.m.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to approve the minutes of the January 10th, 2017, regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to accept the Fire Department actions as read.
On the motion of Trustee Adams, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to grant permission to Babylon Village Arts Council to use Argyle Park, East of the Memorial Garden, on May 20, 2017, from 10:00 a.m. to 4:30 p.m., (with a rain date of May 21, 2017) for the Tenth Annual Outdoor Art Exhibit. This permission is granted contingent upon timely receipt of the required Certificate of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed & notarized ‘Hold Harmless’ Agreement.
On the motion of Trustee Adams, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED that the Board of Trustees or a majority thereof shall constitute the Board of Review to hear complaints in relation to assessments on Tuesday, February 21, 2017 at the Municipal Building, 153 West Main Street, Babylon, New York, between the hours of 1:00 P.M. and 5:00 P.M.
On the motion of Trustee Adams, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to remove and replace on the Tax Roll for the 2017-2018 Tax Year:
- remove Senior Citizen Exemptions totaling 111,072 in assessed value
and replace with Senior Citizen Exemptions totaling 90,658 in assessed value;
- approve additional applications with a total assessed value of 9,071, for a total of 99,729 in
assessed value for 2017.
Total Assessed Value of Senior Citizen Exemptions will decrease by 11,343 for 2017/18.
On the motion of Trustee Adams, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to remove and replace on the Tax Roll for the 2017-2018 Tax Year, Eligible Funds Veterans Exemptions in the amount of 11,950 in assessed value, and renew exemptions in the amount of 316,877 in assessed value, as per the attached listing.
On the motion of Trustee Adams, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to remove and replace on the Tax Roll for the 2017-2018 Tax Year, Alternative Veterans Exemptions in the amount of 2,115 in assessed value, and approve additional applications in the amount of 2,584 in assessed value.
Total Alternative Veterans (Combat & Non-Combat combined) Exemptions for the 2017-18 Tax Year are 134,681 in assessed value, as per the attached listing, which is an increase in the amount of 469 in assessed value from 2016.
On the motion of Trustee Adams, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to approve new Disability exemptions for the 2017 Tax year with assessed value of 5,530, and renew exemption in the amount of 2,712, for a total of 8,242 in assessed value for the 2017 taxes.
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to grant permission to the Babylon Lions Club to maintain temporary signs at various merchants in the Village from February 1st through March 5th, 2017, to advertise the 49th Annual Pancake Breakfast to be held March 5th at the Babylon Memorial Grade School.
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to appoint Poll Inspectors and Alternates for the Village Election to be held March 21, 2017, as per the attached list. Payment for the day will be $160, with an additional $10 for the chairperson at each Election District. Poll Inspectors must be a resident of the Village of Babylon, or within the township of Babylon.
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to approve the following warrant for January 24, 2017:
General Account: $ 249,772.46
TOTAL GENERAL FUND: $ 249,772.46
TRUST FUND: $ 18,435.00
TOTAL: $ 268,207.46
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to accept the Audited Financial Statements beginning June 1, 2014, through May 31, 2015*, as prepared by Skinnon and Faber, CPA’s, P.C. (*to be amended)
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to hire Brittney Cronin as a part-time intern in various departments, two days per week, starting January 25, 2017, at the rate of a first-year summer employee.
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED that the Receiver of Taxes for the Village of Babylon be authorized to close the tax year 2016-2017 on January 24, 2017, and return the tax roll and warrant as required by Section 1426 of the Real Property Tax Law.
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to remove the following exemptions as per the attached Assessor Petitions.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to accept the attached Fire Protection Agreements with the Town of Babylon for West Beach Fire District No. 53 and East Beach Fire District No. 54, for the period December 31, 2016 through December 31, 2019.
The meeting was opened to the public;
