A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, January 14, 2020.  On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 7:08 p.m.

On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the Board entered into Executive Session at 7:16 p.m. to discuss current litigation. 

On the motion of Trustee Adams, seconded by Trustee Silvestri and unanimously carried, the Executive Session ended at 7:50 p.m.

On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the meeting adjourned at 8:05 p.m.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the December 10th, 2019 regular meeting of the Board of Trustees and dispense with the reading of the same.

RESOLVED to accept the attached contract with Chris Lewis of Babylon Village Internet Service, regarding maintenance and development of the Village of Babylon website, for the period January 1, 2020 to December 31, 2020.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Beautification Society to use Village facilities and venues for their fundraisers and events to be held in 2020, as per the attached.  This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed and notarized ‘Hold Harmless’ agreement.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Chamber of Commerce to use Argyle Park and the parking lot at Argyle Park on Sunday, February 16, 2020, from 12:00 Noon to 4:00 PM., to host their first Winterfest. This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as signed and notarized ‘Hold Harmless’ agreements from the Chamber of Commerce and any vendors that participate in this event.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to Babylon Village Girl Scout Troop #1636 to use the Park Avenue tennis court parking lot (southeast courts) to sell Girl Scout cookies on the following dates:                     Sunday, February 16, 2020       11:00 am to 3:00 p.m.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED that the Treasurer of the Village of Babylon be directed to hold a Tax Sale at the Municipal Building at 153 West Main Street, Babylon, New York, on Saturday, the 29th of February, 2020, at 10:00 a.m.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Chamber of Commerce to hold the 2020 events, with sidewalk access, as per the attached.  This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as signed and notarized ‘Hold Harmless’ agreements, from the Chamber of Commerce and any vendors that participate in these events.

RESOLVED to grant permission to Babylon Jr.-Sr. High School to use the Locust Avenue south field [including use of the lights, press box, and concession stand] on Friday, May 8th, 2020, at 6:00 p.m., to host the 10th Annual Peter Figoski Memorial Softball Game.  This permission is granted contingent upon timely receipt of the required Certificates of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed & notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to Babylon Little League to hold the annual Opening Day Parade* on Saturday, April 4th, 2020, starting at 10:00 a.m.  This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an ‘additional insured’, as well as a signed and notarized hold harmless agreement.    

ALSO RESOLVED to grant permission to Babylon Little League to use a section of the Locust Avenue parking lot as a ‘family friendly area’ for food, drinks, and activities after the ceremonies on Saturday, April 4th, 2020, from approximately 12:00 Noon to 3:00 p.m.  This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an ‘additional insured’, as well as signed and notarized hold harmless agreements from Babylon Little League and any vendors that participate in this event.

*Parade Route:  Start at the Fire House on North Carll Avenue; east on Main Street; north on Deer Park Avenue; west on Railroad Avenue; north on North Carll Avenue; west on Locust Avenue; ending at the Locust Avenue field complex.

RESOLVED to grant permission to Babylon Little League to hold “Picture Night” at Village Hall on Thursday, April 2nd and Friday, April 3rd, 2020, from 6:00 p.m. to 9:00 p.m.  This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an ‘Additional Insured’, as well as a signed and notarized ‘Hold Harmless’ Agreement.    

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to approve a fee increase for Employee Parking permits to be $40.00, effective January 15, 2020, to be distributed as follows:

            The Village is to receive $20.00 per permit

            The Chamber of Commerce is to receive $20.00 per permit

**It will be the responsibility of the Chamber of Commerce to give an annual report to the Village Board of Trustees indicating how the income from these permits was allocated to enhance the Business District in the Village of Babylon.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the request of Joseph DeBello from Hitch LI, 37 East Main Street, to hold special classes as per the attached, subject to compliance with all codes of the Village of Babylon.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried

WHEREAS a Public Hearing was held on Tuesday, January 14, 2020,

BE IT HEREBY RESOLVED to approve the application of Maxine Sterlacci to increase the seating at The Green Fork, 101-B Deer Park Avenue.

ALSO BE IT RESOLVED to amend the Covenants and Restrictions for The Green Fork to increase the total seating to 18.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant a license to the following applicant to drive a taxi cab for Lindy’s Taxi in the Village of Babylon:     Christopher Turchiano

The Mayor made the following announcement:

Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Monday, January 20, 2020, in observance of the Martin Luther King Day Holiday.  Residents are reminded that they should not put rubbish or recycling out to the curb on holidays.

The meeting was opened to the public; no one addressed the Board.

The meeting adjourned at 8:25 p.m.
