A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, February 24, 2015. On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the meeting opened at 7:20 p.m. On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the meeting adjourned at 7:43 p.m.

Regular meeting of the Board of Trustees opened at 8:04 p.m.
The Pledge of Allegiance was lead by Trustee Basile.
On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to approve the minutes of the February 10, 2015 regular meeting of the Board of Trustees and dispense with the reading of the same.
The Village Clerk read the letter from the Fire Department dated February 19th, 2015:

RESOLVED to accept the Fire Department actions as read.
On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to issue refunds in the amounts indicated below to each of the applicants listed for the return of ZBA sign(s) for partial refund:

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to increase the salary of Ryan Besemer to $8.50 per hour effective February 9, 2015.
Trustee Amelia commented that applications for summer jobs are available at Village Hall.
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to approve the following warrant for February 24, 2015:

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to grant permission to the Babylon Breast Cancer Coalition to maintain temporary signs at various merchants in the Village from March 2nd to March 27th, 2015, advertising the fundraiser at Governor’s Comedy Club to support the expansion of the Vision of Hope Garden.
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to grant permission to the Babylon Village Girl Scouts to use the Locust Avenue parking lot on Sunday, March 15, 2015, for approximately 5 hours to sort and distribute Girl Scout Cookies. This permission is contingent upon timely receipt of required Certificates of Insurance listing the Village of Babylon as an “Additional Insured”.
On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was
RESOLVED to grant permission to the Babylon Community Scholarship Fund Committee to have High School students hand deliver letters to each home in their mailing area on Saturday, March 28th, 2015.
On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was
RESOLVED to grant permission to the Citizens Campaign for the Environment to canvass in the Village of Babylon from March 23rd to April 10th, 2015, from 4:00 p.m. to 7:30 p.m.
On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was
RESOLVED to make the changes as per the attached Assessor’s Petitions for the 2015/16 Tentative Tax Roll [regarding 100 Little East Neck Road, Section 8, Block 2, Lots 31.1 and 31.2.]
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried,
WHEREAS, the Suffolk County Water Quality Protection and Restoration Program (WQPRP) provides grant funding on a competitive basis for water quality projects as defined in Article 12 Section 2 (B) of the Suffolk County Charter; and
WHEREAS, the Village of Babylon has an interest of improving and protecting water quality in the various water bodies of the Village; and
WHEREAS, the Village of Babylon has submitted an application for funding for consideration by the Suffolk County WQPRP Review Committee under its 2015 funding round; and
WHEREAS, the proposed project, titled “Village of Babylon Street Sweeping Program,” will provide for sustainment of the Village street sweeping program through the purchase of a replacement street sweeper to replace the street sweeper which has reached the end of its useful life; and
WHEREAS, the total project cost is estimated at $267,000, and an amount not to exceed $125,000 is requested from the WQPRP, the maximum allowable under WQPRP guidelines; and
NOW, THEREFORE, BE IT RESOLVED, that the Village Board of the Village of Babylon hereby states its support of the Street Sweeping project; and be it further
RESOLVED that the Village will support that portion of the project cost that is not supported by Suffolk County, or $142,000, or at minimum 50% of the total project cost, should the project receive funding approval from the County; and be it further
RESOLVED that the Village Board authorizes the Mayor or his designee to sign any and all necessary documents pertaining to the project, including but not limited to an inter-municipal agreement, subject to review and approval of the Village Attorney, to participate in the above referenced program.
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to grant permission to Patient Air Lift Services to conduct the 2nd Annual PALS Urban Race in the Village of Babylon on May 30, 2015, starting at 11:00 a.m. This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an “Additional Insured”.
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to grant permission to the Babylon Tuna Club to maintain temporary signs at various merchants throughout the Village from March 11th to April 19th, 2015, to advertise their Annual Spring Bash to be held on Saturday, April 18th, 2015, at the Babylon Masonic Lodge.
On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried,
WHEREAS a Public Hearing was held on Tuesday, February 10, 2015, be it hereby enacted the following Local Law is HEREBY ADOPTED:
Local Law #1 of the year 2015 authorizing a property tax levy increase in excess of the limit established in General Municipal Law § 3-C.
The meeting was opened to the public;

Frank Curtin, 420 Fire Island Ave., asked how often properties are assessed in the Village
Jack Christ, 705 So. Bay Street, Lindenhurst, inquired about bonus pay for hours worked during Super storm Sandy
