A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, December 8th, 2015. On the motion of Trustee Basile, seconded by Trustee Amelia and unanimously carried, the meeting opened at 7:15 p.m. On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, the meeting adjourned at 7:35 p.m.
REGULAR MEETING OF THE BOARD OF TRUSTEES

Regular meeting of the Board of Trustees opened at 8:01 p.m.
The Pledge of Allegiance was lead by Trustee Davida.
On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to approve the minutes of the November 24th, 2015 regular meeting of the Board of Trustees and dispense with the reading of the same.
On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to grant the application of Thomas DelFrancesco of T.D. Vending Corporation to operate a Mister Softee Ice Cream truck in the Village of Babylon for the 2016 season. This permission is granted contingent upon timely receipt of required Certificate of Insurance listing the Village of Babylon as an “Additional Insured”, signed and notarized ‘Hold Harmless’ Agreement, and Driver Certification from the Suffolk County Vending Safety Program.
On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to grant permission to St. Nicholas Greek Orthodox Church to use Argyle Park for the annual Blessing of the Waters on Sunday, January 10th, 2016, at 12:00 Noon. This permission is granted contingent upon timely receipt of the required Certificate of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed & notarized ‘Hold Harmless’ Agreement.
On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried,
WHEREAS a Public Hearing was held on Tuesday, December 8th, 2015, be it hereby enacted the following Local Law is HEREBY ADOPTED:
Local Law #8 of 2015, pursuant to Village Law, Section §4-414, the following charges may be levied on the tax roll:
- Property Maintenance
- Demolition Costs
- Curb Liens
- Exempt Property Restoration Charges
- Attorney Fees
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to accept the attached Street Lighting agreement between the Town of Babylon and the Village of Babylon for the year June 1, 2015 through May 31, 2016 [at the rate of $1,348.45 per month, a total $16,181.35 for the year.]
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to re-appoint Mary Adams to the Architectural Review Board for a three year term which will be December of 2018.
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to grant permission to the Babylon Breast Cancer Coalition to maintain temporary signs at various merchants in the Village, from January 1st through February 6th, 2016, to advertise the Super Saturday Fundraiser on February 6th, 2016.
Trustee Basile mentioned that the Conklin House is decorated for the Holiday season and will be open to tour this Friday, December 11th, 2015, from 6:00 p.m. to 9:00 p.m.

RESOLVED in accordance with the Service Road Program, the date of transfer of the following property is hereby amended to July 14, 2015:

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried,
WHEREAS a Public Hearing was held on Tuesday, December 8th, 2015, be it hereby enacted the following Local Law is HEREBY ADOPTED:
Local Law #7 of 2015, to amend current Village Code Chapter 365-13 through 365-16, F(1), regarding setback requirements for an exterior elevator or lift in a Flood Zone.
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to hire Kendrick Barrett as a part-time sanitation laborer with a salary of $8.00 per hour effective November 17, 2015.
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to accept the attached Service Agreement with Harrington’s Pest Control, Inc., at a rate of $200.00 per month, having commenced January 2, 2015, and continuing indefinitely.
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED in accordance with the Records Retention and Disposition Schedule MU-1, to dispose of the items on the attached chart from the Village Clerk’s Office.

Mayor Scordino made the following announcements:
Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Friday, December 25, 2015, and January 1, 2016, in observance of the Christmas and New Year Holidays. Residents should not put rubbish or recycling out to the curb on Holidays. These items should be put out the following week on your regularly scheduled rubbish / recycling day.
Please be advised that there will be no second Board of Trustees meeting in December.

Jerry Miskovsky, 55 Washington
Mrs. Gallagher and Mr. Miskovsky approached the Board to discuss the three parcels being developed at Indian Crossing, 527 Deer Park Avenue, and their concern over preserving the original house that is located on that property. They approached the Board to discuss the concerns of the surrounding neighbors as well.
Mayor Scordino wished Happy Holidays to all.
