APRIL 4, 2016

Mayor Scordino

Trustee Kevin Muldowney

Trustee Debbie Basile

Trustee Tony Davida

Trustee Carol Amelia

Attorney Joel Sikowitz

Treasurer Valerie Fronzo

Meeting opened at 7:00 pm.

The Pledge of Allegiance was lead by Trustee Muldowney.

The legal notice was read by the Deputy Village Clerk:

PLEASE BE ADVISED the Board of Trustees of the Village of Babylon will hold a Public Hearing on Monday, April 4, 2016, at 7:00 P.M., in the Municipal Building, 153 West Main Street, Babylon, New York, to take and hear comments relating to the tentative budget for the fiscal year 2016-2017.  Immediately following the Budget Hearing, the Annual Organizational Meeting will be held.

A copy of the tentative budget will be available in the Office of the Village Clerk as of Wednesday, March 23, 2016, where it may be inspected by any interested party during the business hours of 9:00 A.M. to 5:00 P.M., Monday through Friday.

Just a reminder to Village Residents: as we periodically put information in our Newsletters, and on our Website regarding Stormwater Management updates, Chapters 305 & 306 of our Village Code outlines requirements and procedures pertaining to Stormwater Management and Erosion and Sediment control, as required by the New York State Department of Environmental Conservation.  The required Stormwater Management MS4 Annual Report for the period ending March, 2015, is available on our website, as well as in the Office of the Village Clerk. The MS4 report will also be available at the Annual Meeting for residents to view.  Residents are encouraged to review these documents, and if you should have any questions please do not hesitate to call.

The compensation proposed in said budget for the Mayor is $15,000 per year and $7,500 per year for each Trustee.

Mayor Scordino thanked Treasurer Valerie Fronzo, and the entire Treasurer’s Department, for working so diligently on this proposed budget.  He commended the members of the Budget Committee – Trustee Carol Amelia, Residents Tom Sweeney, Scott Flaugher, George Smith, and Michael Golub – for their time, effort and suggestions which aided in the process.  For the second year in a row, there is a 0% increase; the proposed tax rate will remain at 14.93% for the 2016/17 Tax Year.

The Mayor wanted to acknowledge and thank local politicians, Phil Boyle, Joe Saladino, and Kevin McCaffrey, for always working to help us obtain any funds that are available.

He also cautioned that money on hand can be used up very easily, as many unexpected things can occur during the year; we also still need to pay for 5 warrants, payrolls, costs of Drainage Vaults, the street sweeper, dump truck, ambulance lease, etc., and we do not yet know what is coming from Albany, especially regarding the hourly wage increase.  After all is said and done, if there is any money to be held over, it will be used to try to hold the tax rates to 2017/18.

Valerie Fronzo also thanked the committee for their time, effort and helpful suggestions.

Mayor Scordino opened the meeting to the public; the following residents approached the Board:

Tom Sweeney, 199 Peninsula Drive

George Smith, 73 Smith Street

The meeting adjourned at 7:24 p.m.
