A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, April 28, 2020, via Zoom and available to be viewed through the YouTube link: https://www.youtube.com/channel/UCnyFstcqshRUfoPSgKucQuA?view_as=subscriber on the Village website:  www.villageofbabylonny.gov

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, the meeting opened at 7:00 p.m.  On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, the Board entered into executive session at 7:10 p.m. to discuss current litigation.  On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, the executive session ended at 7:50 p.m. and the Board returned to the work session.  On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the work session ended at 8:00 p.m.

Regular meeting of the Board of Trustees opened at 8:02 p.m.

The Pledge of Allegiance was led by Trustee Davida.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the April 14, 2020 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to accept the attached agreement with Geesebusters for geese control at the golf course for the 2020 season.    [#1497]

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to remove the Alternative Veteran exemptions from the parcels listed below for the 2020 Tax year as a result of the 2019 audit of Alternative Veteran exemptions, as per the attached Assessor Petitions.

Trustee Muldowney announced that the Golf Course will open this Friday under the strictest coronavirus protocols.  It is one of the last golf courses to open in Suffolk County.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to remove the exemptions from the parcels listed below for the Tax year 2020/21, as per the attached Assessor Petitions.

Trustee Davida commented that we are moving forward with the pool and hoping to open on schedule as in past years.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to approve Kevin Bonner at a rate of $50.00 per hour to set up, give technical support and host virtual zoom meetings for the Zoning Board of Appeals, Planning Board and Village Board of Trustees meetings as well as public hearings until such time that meetings and hearings can resume being conducted at Babylon Village Hall.

Trustee Adams is hoping to have the summer recreation programs move forward and commented that the Gazebo concerts have been scheduled.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the following warrant for April 28, 2020:

TOTAL GENERAL FUND:               $ 215,478.60

Trustee Silvestri commented that the Conklin House remains closed at this time.  She congratulated the Highway department for a job well done with the two parking lots and the addition of the LED lighting at the train station.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried,

WHEREAS a Budget hearing was held on April 6, 2020 to consider the proposed Budget for the 2020/21 fiscal year,

BE IT HEREBY RESOLVED to adopt the Budget for the fiscal year 2020/21.
