A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, April 7, 2015. On the motion of Trustee Muldowney, seconded by Trustee Amelia and unanimously carried, the meeting opened at 4:10 p.m. On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the meeting adjourned at 6:45 p.m.

Regular meeting of the Board of Trustees opened at 8:02 p.m.
The Pledge of Allegiance was lead by Trustee Amelia.
On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to approve the minutes of the March 24, 2015 regular meeting of the Board of Trustees and dispense with the reading of the same.
The Mayor read the letter from the General Convention of the Fire Department dated April 9, 2015:
The annual meeting of the General Convention of the Babylon Fire Department was held at 8:00 PM on Thursday, April 9, 2015, as prescribed by Article III, Section 1 of the Department Bylaws.
The purpose of the Convention was to elect nominees for the office of Chief of the Department, First Assistant Chief, Second Assistant Chief and Third Assistant Chief.
The nominees receiving the plurality of votes were as follows:

Second Assistant Chief Michael A. Golub
Third Assistant Chief Joseph F. Fraccalvieri
Please forward the results of the General Convention to the Village Board for their confirmation.
The Mayor congratulated the Chiefs, acknowledged the members of the Fire Department present, and thanked the entire Fire Department for their service.
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to approve a fee increase for Employee Parking permits to be $35.00, effective June 1, 2015.
The Village will receive $25.00 per permit and the Chamber of Commerce will receive $10.00 per permit.
**It will be the responsibility of the Chamber of Commerce to give an annual report to the Village Board of Trustees indicating how the income from these permits was allocated to enhance the Business District in the Village of Babylon.

***Fees regarding Taxi Cabs:

This permission is granted contingent upon timely receipt of required Certificates of Insurance, with the Village of Babylon listed as an “Additional Insured”.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to issue a pro-rated refund in the amount of $157.00 to Craig Farrell for returning reserved parking sticker # 873, as he no longer resides in the Village.
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to increase the salary of Shawn Barnes to $9.25 per hour, effective April 6, 2015.
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to hire Adam Ciabattari as a part time highway laborer with a salary of $8.50 per hour effective March 23, 2015.

RESOLVED to hire William Sharkey as a part time parking meter officer with a salary of $8.25 per hour effective March 28, 2015.
On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was
RESOLVED to hire Michael Kennedy as a part time sanitation laborer with a salary of $8.50 per hour effective March 24, 2015.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was
RESOLVED that the attached be placed as liens on the 2015-2016 Tax Roll.
On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried,
BE IT RESOLVED, that the calendars for the appointed and elected officials listed on the attached chart, (if required) are hereby accepted as an accurate accounting of the average number of days worked per month per year.
And therefore
BE IT RESOLVED, that the Village Board of the Village of Babylon, hereby establish standard workdays for the purpose of determining days worked reportable to the New York State and Local Employees’ Retirement system:
All Elected and appointed Officials: 5 day work week, six hour day
Mayor’s secretary, Treasurer, Village Clerk, Village Justice Court, all clerical staff:
5 day work week, seven hour day
Superintendent of Public Works and laborer staff: 5 day work week, eight hour day

RESOLVED to grant permission to the Babylon Breast Cancer Coalition to maintain temporary signs at various merchants located in the Village, from April 18th through May 20th, 2015, to advertise the Chefs for a Cause Fundraiser to be held on May 20th, 2015.
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to increase the salary of Denise Yaremko to $8.75 per hour effective April 14, 2015.
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to hire Joseph A. De’Sa as a part time mechanic with a salary of $10.00 per hour effective April 2, 2015.
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to hire Russell Bubel as a part time highway laborer with a salary of $8.50 per hour effective March 30, 2015.
Trustee Basile announced that the Conklin House will be hosting an art show featuring the work of Kathy Herzy this weekend, Friday April 17th, from 7:00pm to 9:00pm, Saturday and Sunday, April 18th and 19th, from 12:00 Noon to 3:00pm.
On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to hire Kyle Fall as a part time highway laborer with a salary of $8.50 per hour effective March 30, 2015.
On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to increase the salary of Hykiem Manning to $9.25 per hour, effective April 6, 2015.

RESOLVED to grant permission to the United States Power Squadron to maintain temporary signs at various merchants located in the Village, from April 16th to May 16th, 2015, to advertise their “Ready, Set, Wear It” Safe Boating Event on May 16th, 2015.

RESOLVED to amend the Residential building department fees as per the attached.

Mayor Scordino made the following Proclamation:
I, Ralph A. Scordino, Mayor of the Village of Babylon, do hereby designate Saturday, April 18th, 2015, as BABYLON LITTLE LEAGUE DAY in the Village of Babylon. I ask all residents to cooperate with the Little League in its program.
Meeting was opened to the public; no one addressed the Board.
