A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, April 12th, 2016. On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 7:12 p.m. On the motion of Trustee Muldowney, seconded by Trustee Amelia and unanimously carried, the meeting adjourned at 7:35 p.m.

Regular meeting of the Board of Trustees opened at 8:06 p.m.
The Pledge of Allegiance was lead by Trustee Davida.
On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to approve the minutes of the March 22nd, 2016, regular meeting of the Board of Trustees and dispense with the reading of the same.
The Mayor read the letter from the General Convention of the Fire Department, dated April 7, 2016:
The annual meeting of the General Convention of the Babylon Fire Department was held at 8:00 PM on Thursday, April 7, 2016, as prescribed by Article III, Section I of the Department Bylaws.
The purpose of the Convention was to elect nominees for the office of Chief of the Department, First Assistant Chief, Second Assistant Chief, and Third Assistant Chief.
The nominees receiving the majority of votes were as follows:
Chief of the Department Scott A. Glenn
First Assistant Chief Michael A. Golub
Second Assistant Chief Joseph F. Fraccalvieri
Third Assistant Chief Matthew B. Abundale
Please forward the results of the General Convention to the Village Board for their confirmation.
On the motion of Trustee Muldowney, seconded by Mayor Scordino and unanimously carried, it was
RESOLVED to confirm the actions taken at the General Convention of the Fire Department.
The Mayor congratulated the newly elected Chiefs, thanked Chief Sasuk for his years of service, thanked the Fire Department, and acknowledged all the families and guests present.
On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to approve the following warrant for April 12, 2016:
General Account: $ 241,657.68
TOTAL GENERAL FUND: $ 241,657.68
TRUST FUND: $ 2,111.64
TOTAL: $243,769.32
On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to increase the Occupant Load Permit Fee to be $100.00, effective immediately.
On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to grant permission to the Babylon Carriage House to maintain a 2’ x 8’ temporary sign on the building located at 21 Fire Island Avenue, advertising the “Wednesday Night Lobster Bake”. This permission is granted from April 4th to May 4th, 2016.
On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to issue a refund in the amount of $715.00 to John Verbeke, for Lewis Pond boat slip #49, which he will not be using for the 2016 season.
On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to terminate the employment of Nicholas Luongo as a Highway Laborer effective January 26, 2016.
On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to hire Lawrence Murray as a Golf Course Laborer, with an annual salary of $21,800, effective March 14, 2016.
On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was
RESOLVED to change Michael Kennedy to a full-time Sanitation Laborer with an annual salary of $21,800, effective April 4, 2016.
On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was
RESOLVED to issue a pro-rated refund in the amount of $168.00 to Christopher Hatch for the return of Apartment Parking Decal #28.
On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was
RESOLVED to issue a pro-rated refund in the amount of $580.00 to Roberto Suarez for the return of Non-Resident Reserved Parking sticker #2253.
On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was
RESOLVED to appoint Scott Glenn as Fire Inspector for a two year term effective April 4, 2016, with an annual salary of $1,500.00, replacing Michael Sasuk.
On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was
RESOLVED to increase the fee for a Solar Permit to be $300.00, effective immediately.
On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to change Thomas Freyer to a full-time Sanitation Laborer with an annual salary of $21,800, effective April 4, 2016.
On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to issue a pro-rated refund in the amount of $168.00 to Jenna Hatch for the return of Apartment Parking Decal #29.
On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to grant permission to the Babylon Public Library to hold Summer Reading Club Storytime Sessions at Argyle Park on July 6th, 13th, and 20th, 2016, from 11:00am to 11:30am.
On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to remove the current exemptions and restore full assessment to the properties listed below, and bill the new owners accordingly, for the Tax Year(s) as indicated.

BE IT RESOLVED, that the Village Board of the Village of Babylon, hereby establish standard workdays for the attached for the purpose of determining days worked reportable to the New York State and Local Employees’ Retirement System:
The required Three-month calendar logs have been submitted. Based on the calendar logs, the number of days per month to be reported for appointee is shown on the attached chart. [F. Seibert]
On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried,
BE IT RESOLVED that the Village of Babylon rescinds and cancels the Requirements Contract for Drainage Work awarded on February 9th, 2016, to Roadwork Ahead, Inc. of Syosset, as permitted under the terms of the contract.
The Village of Babylon, at a future date yet to be determined, will bid a new contract with different terms and conditions relating to line item projections.

Mayor Scordino made the following Proclamation:
I, Ralph A. Scordino, Mayor of the Village of Babylon, do hereby designate Saturday, April 16, 2016, as Babylon Little League Day in the Village of Babylon. I ask all residents to cooperate with the Little League in its program.
On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried,
WHEREAS a Public Hearing was held on Tuesday, April 12th, 2016, be it hereby enacted the following Local Law, proposed as Local Law #5 of 2016, is HEREBY ADOPTED as:
Local Law #5 of the year 2016, amending Chapter 215-12 of current Village code to require Permits for professional photos in Argyle Park.
On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried,
WHEREAS a Public Hearing was held on Tuesday, April 12th, 2016, be it hereby enacted the following Local Law, proposed as Local Law #6 of 2016, is HEREBY ADOPTED as:
Local Law #6 of the year 2016, amending Chapters 252, 256, 261, & 343 of current Village code pertaining to Penalties for Offenses.
On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried,
RESOLVED that the fees for Permits to take professional photos in Argyle Park are as follows:
Non-Residents: $100.00
Village Residents: No Charge*
