A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, September 9, 2014.  On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the meeting opened at 7:30 p.m. On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, the meeting adjourned at 7:52 p.m.

REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF BABYLON WAS HELD IN THE UPSTAIRS CONFERENCE ROOM,

Regular meeting of the Board of Trustees opened at 8:05 p.m.

The Pledge of Allegiance was lead by Trustee Muldowney.

Mayor Scordino requested that everyone observe a moment of silence for those who lost their lives thirteen years ago on September 11th.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the August 12, 2014 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to increase the salary of Michael Markoulis $1000 annually, effective August 18, 2014, having completed his six month probationary period.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to grant permission to the Post Office Café to maintain temporary signs to advertise the 23rd Annual 5K Run on Saturday, October 18th, 2014, at the following locations:

   24” x 48” signs at:      Route 231 and Montauk Highway

                                         Rt. 109 and Montauk Highway

                                         John Street and Cooper Street

   36” x 120”  Store Front Banner at:

                                        Post Office Café, 130 W. Main Street

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to terminate the Village of Babylon’s employment contract with Express Employment Professionals regarding Patricia Fastuca, effective September 10, 2014, and hire Ms. Fastuca as a Treasurer’s Clerk Consultant, effective the same date, at a rate of pay of $20 per hour, not to exceed eighteen (18) hours per week.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to correct the Funds listed in the warrant dated August 12, 2014, as indicated below.  (The total warrant amount remains the same as originally reported.)

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to approve the following warrant for September 9, 2014:

General Fund:

$ 365,799.19

Trust Fund:

$   11,051.60

       Total Warrant:

$ 376,850.79

Trustee Davida announced that the Village pool is now closed and being winterized.  He thanked the pool staff and the Highway and Sanitation Department for all their help during this successful pool season.  Mayor Scordino commended Trustee Davida for the tremendous job he has done with the pool all these years

Trustee Davida also reminded residents of the S.T.O.P. program that will be held Saturday, September 27, 2014, from 9:00 a.m. to 12 Noon at the Highway Department, and mentioned the addition of shredding available this year.  This program is available to Village Residents only.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue a refund in the amount of $11.98 to Frances & Jose Beiro for overpayment of taxes on 48 Bacon Lane, Section 8  Block 1  Lot 134.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED that Ralph A. Scordino, as Mayor of the Village of Babylon is hereby authorized and directed to file an application for funds not to exceed the maximum allowable amount of thirty thousand dollars ($30,000), and upon approval of said request to enter into and execute a project agreement with the New York State Unified Court System for such financial assistance to this municipality for the Justice Court Assistance Program.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried,

Whereas a Public Hearing was held on Tuesday, August 12, 2014,

BE IT HEREBY ENACTED that Local Law #2 of 2014, pertaining to Senior Citizen Exemptions and Persons with Disabilities Exemptions, is HEREBY ADOPTED.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried,

Whereas a Public Hearing was held on Tuesday, August 12, 2014,

BE IT HEREBY ENACTED that Local Law #3 of 2014, option #2, pertaining to Alternative Veterans Exemptions, is HEREBY ADOPTED.

Trustee Amelia reported that the Tennis Courts are moving along very well and anticipates that they will open by mid to late October.  She thanked the Highway Department for their involvement in this project.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried,

Whereas a Public Hearing was held on Tuesday, September 9, 2014,

BE IT HEREBY ENACTED that Local Law #4 of 2014, pertaining to Disturbing the Peace, is HEREBY ADOPTED.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED that Non-Resident Veterans, upon presenting a valid Veteran Identification Card or copy of their DD-214, will be charged a reduced rate of $25.00 each for a Crabbing Permit and Dock Parking Pass.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a refund in the amount of $210.00 to Raymond Fasano, as he gave up boat berth #25 at Boynes Canal.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire Cory Bulger as a sanitation laborer with a salary of $8.00 per hour, effective August 20, 2014.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the resignation of Robert Kral as a mechanic, effective August 15, 2014.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to remove the current exemptions and restore full assessment to the properties attached, and bill the new owners accordingly, for the Tax Year(s) as indicated.

162 CADMAN AVE. – formerly owned by the Estate of Robert Rooney, an Eligible Fund Exemption with an assessed value of 4900, and bill the new owner, Lynn Funk, a total of $ 1,409.33

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that the fee for a Non-Resident Reserved parking sticker for a second vehicle will be $75.00.

Trustee Basile reminded everyone of the “View of Babylon” photo exhibit to be held at the Conklin House next weekend.  The opening reception will be held Friday, September 19th, from 7:00 p.m. to 9:00 p.m. and photographs will be on view Saturday, September 20th and Sunday, September 21st, from 12:00 Noon to 3:00 p.m.

RESOLVED to approve the applicant(s) listed below to drive a taxi cab for Sunset Taxi in the Village of Babylon:

Mayor Scordino announced the ceremony this Thursday, from Sunrise to Sunset, at the September 11th Memorial Garden for Residents to pay their respects. 

Mayor Scordino expressed his gratitude to the Babylon Beautification Society for holding the 42nd Annual Country Fair this past Sunday.  All the proceeds from the fair go back into the Village to help make it the beautiful place that it is.  Mayor Scordino thanked the Beautification Society, of which Mrs. Patricia Carley is a member, for their tremendous amount of time, dedication, and amazing level of volunteerism.
