A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, September 24, 2013.  On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting was opened at 7:05 p.m. On the motion of Trustee Muldowney, seconded by Trustee Amelia and unanimously carried, the meeting was adjourned at 7:50 p.m.

REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF BABYLON WAS HELD IN THE BOARDROOM 153 WEST MAIN STREET BABYLON, NEW YORK ON TUESDAY,

Regular meeting of the Board of Trustees opened at 8:00 p.m.

The Pledge of Allegiance was lead by Trustee Davida.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the September 10, 2013 regular meeting of the Board of Trustees and dispense with reading of the same.

The Village Clerk read the letter from the Fire Department:

At the regular monthly meeting of the Fire Council held September 17, 2013, the Fire Council took the following actions and we await your approval:

Took Charles Schmidt of the Electric Hose off sick leave as of September 13, 2013 with medical clearance.

Placed Chief Scott Glenn of the Hook & Ladder on sick leave as of July 19, 2013.

Placed Salvatore Casciola of the Sumpwams Hose on sick leave as of September 1, 2013.

Placed of Robert Sparks the Sumpwams Hose on sick leave as of August 18, 2013.

Placed Giuseppe Pergolotti of the Fire Patrol on sick leave as of August 17, 2013.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that Ralph A. Scordino, as Mayor of the Village of Babylon is hereby authorized and directed to file an application for funds not to exceed the maximum allowable amount of thirty thousand dollars ($30,000.), and upon approval of said request to enter into and execute a project agreement with the New York State Unified Court System for such financial assistance to this municipality for the Justice Court Assistance Program.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to Rayna Zwerlein to maintain temporary signs at various stores in the Village of Babylon, advertising the 12th Anniversary Under the Lights Babylon Varsity Soccer Games in memory of Randy Zwerlein.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to terminate the employment of Willie Jones as a Sanitation Laborer effective September 20, 2013.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to increase the annual salary of Richard Sosnowy $1000, effective September 9, 2013.

Trustee Basile made the following announcements:

The Conklin Award for Volunteerism will be presented to the Babylon Village Fire Department this Sunday, September 29, 2013, at 3:00 p.m. at the American Legion Hall.

On Sunday, October 13th, 2013, the Conklin House will be hosting an apple pie contest, open to the first thirty (30) entrants.

The Apples and Arts Festival will take place at the Conklin House the weekend of October 18, 19, and 20.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to the residents of Tompkins Avenue to hold a Block Party on Saturday, October 26th, 2013, from 12:00 noon to 10:00 p.m., with a rain date of Sunday, October 27th, 2013.  The street will be blocked between Little East Neck Rd. South and Mayhew Avenue, subject to parking restrictions for emergency purposes.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire Ernest Johnson as a Laborer with a salary of $8.50 per hour, effective September 9, 2013.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to increase the annual salary of George Lindeman $1000 effective, September 9, 2013.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue refunds totaling $4,013.42 for court ordered Tax settlements for the  2012 tax year; and  $35.55 for the 2010 tax year, as per the attached.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to approve the following warrant for September 24, 2013:

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to hire David DeDominicis as a Laborer with an annual salary of $20,800 effective September 9, 2013.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to change the status of Laurie Busch from seasonal to part-time clerical, with a salary of $8.25 per hour, effective September 24, 2013.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to issue a refund in the amount of $10.00 to Agnella Savoury for Senior Citizen Membership at the Village Pool.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to remove the following exemption, and restore full assessment to Section  3  Block 2  Lot 119

35 ROOSEVELT STREET – formerly owned by Tom and Joanne Walker, an Alternative Veterans Exemption with an assessed value of 500, and bill the new owners, Christine and William Thayer, $67.80 for the 2013 /14 tax year.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to remove the following exemptions, and restore full assessment to Section   5     Block   2    Lot  107

18 FREDERICK AVENUE  – formerly owned by Laura Hill, a Veteran’s Eligible Fund Exemption and a Senior Citizen Exemption, with a total assessed value of 3216, and bill the new owners, A. Morris, L. Morris, and P. Carey, $408.75, for the 2013 /14 tax year.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to remove the following exemption, and restore full assessment to  Section   5     Block   3    Lot  94.1

140 RALPH AVENUE – formerly owned by Eugene O’Brien, a Veteran’s Eligible Fund Exemption, with an assessed value of 2100, and bill the new owners, Joseph and Kimberly Parmentier, $263.22, for the 2013 /14 tax year.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to remove the following exemption, and restore full assessment to  Section   20     Block   3    Lot   14

26 GRANT AVENUE EAST – formerly owned by Anna Berndt, an Alternative Veteran’s  Exemption, with a total assessed value of 300, and bill the new owner, Paul Berndt, $41.40, for the 2013 /14 tax year.

Trustee Davida announced that the Village will hold its annual S.T.O.P. day (Stop Throwing Out Pollutants) this Saturday, September 28, 2013, from 9:00 a.m. to 12:00 noon.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to change the status of Jeannine Finelli, as full time clerk-typist according to the Civil Service list released for the May 2013 test, with an annual salary of $26,000.

And be it RESOLVED that Jeannine Finelli will receive $1000 as deputy Village Clerk, and $500 as Deputy Registrar.  She will continue to receive comp time as Secretary to the Board of Trustees.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue refunds in the amount of $25 to each of the applicants listed below for the return of one (1) ZBA sign for partial refund:

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to Babylon Junior-Senior High School to hold the Homecoming parade on Saturday, October 19, 2013 at 1:00 p.m.  The parade will start in the Municipal parking lot behind Gemelli’s, head west on Main Street/Montauk Hwy., turn North on Carll Avenue, to Carlston Place, and proceed onto the track through the south-east gate of the field.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED, that pursuant to New York State General Municipal Law section 104(b), Mayor RALPH SCORDINO, the TRUSTEES, PATRICIA CARLEY, Village Clerk, IRENE IVANOFF, Acting Court Clerk, CHARLES GARDNER, Superintendent of Public Works, SUZANNE SCHETTINO, DEBORAH LONGO, TIMOTHY SHELHORSE, and PAUL TWARDY and MICHAEL SASUK of the Babylon Village Fire Department, are responsible for purchasing.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve and grant license to the following applicant to drive a taxi cab for Sunset Taxi in the Village of Babylon:

 Mayor Scordino made the following announcements:

- Village of Babylon offices will be closed and there will be no rubbish or garbage pick-up on Monday, October 14, 2013, in observance of the Columbus Day holiday.

Just a reminder that residents cannot put rubbish or recycling out to the curb on holidays.  These items should be put out the following week on your regular scheduled rubbish/recycling day.

- There will be a Public Forum at the American Legion Hall this Thursday, September 26, 2013, from 6:00 p.m. to 9:00 p.m., to discuss projects involving reconstruction from Super-storm Sandy and projects to aid in future storms.
