A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, May 2, 2017.  On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 4:15 p.m.  On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, the meeting adjourned at 5:25 p.m.

The Pledge of Allegiance was led by Trustee Basile.

NOTICE IS HEREBY GIVEN that the Board of Trustees of the Village of Babylon will hold a Public Hearing at 153 West Main Street, on Tuesday, May 9th, 2017, at 7:00 p.m. or as soon thereafter as can be heard, to consider the application of Eduardo Matute of A&M Food Adventures, Inc., to open Mamey, a Mexican food restaurant, at 122 North Carll Ave., the current location of Babylon Crepe & Pita Grill.

Copy of application and plans may be examined at the office of the Village Clerk, between the hours of 10am and 4pm Monday through Friday.

All interested persons should appear at the above time and place and they will be given the opportunity to be heard.  All applicants and their duly appointed representatives must appear in person at the above hearing.

Mr. Matute explained his plans to open a quick-service Mexican food restaurant, serving authentic Mexican dishes and beverages such as sodas, waters, and coffees. He is not currently looking to serve alcoholic beverages, but may eventually apply for a liquor license to serve wine and beer (not a full-service bar). If beer is going to be served, it would be from a maximum of 3 to 4 taps, served from the counter.

This will be primarily a take-out business with a maximum of 12 seats; there are no plans for live music.  Delivery service will be available; the delivery vehicle will park in the driveway next to the building.  Mr. Matute is looking into renting parking spots from the owner of the parking lot behind his store for his employees and delivery truck.  The shed in the back of the building will be used for storage; the dumpster is strictly for use by this restaurant.

The Board commented that waiter/waitress service would not be necessary since this is primarily a take-out business with limited seating.  They also clarified that no bottled beer should be taken off premises and that Mr. Matute would be responsible for ensuring that the sidewalk area in front of the restaurant is kept neat and cleared of debris.  They informed him of the employee parking available through the Chamber of Commerce, if he desired.

The meeting was opened to the public; no one addressed the Board.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to reserve decision.

Representatives:  Tim Gay and Brendan Crowe

Tim Gay and Brendan Crowe explained the plans for taking over the Twisted Shamrock and making it more of a ‘European Style Beer Hall’, serving beer in large mugs and offering a light menu of sandwiches (no burgers).  They would like to keep the same hours as the Twisted Shamrock, and continue to offer Quick Draw and OTB.  Due to the proximity to the Railroad, they are targeting the ‘foot’ traffic, and are aware that patrons are not to park in the reserved lots. Bouncers would be present every night and would ensure no bottled beer is taken outside. Initially they do not intend to have live music but may eventually request permission for 1 or 2 acoustic musicians.

They intend to clean up the building, adding a window to the train station side of the building and improving the outdoor lighting.  Inside they will clean up what is currently there and bring the building up to code; they plan on adding a couple of refrigerators and installing grease traps.  The alleyway dumpster would immediately be cleaned up and the fence replaced.

The Board expressed concerns regarding the hours and advised that they consider altering the hours, particularly the closing time.  They also expressed the need to be considerate of the quality of life for the residents of Village Commons and the apartments above the businesses in the immediate area.

The meeting was opened to the public; no one addressed the Board.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to reserve decision.
