Public Hearing July 10, 2018, 124 North Carll Ave., Bartini

A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, July 3, 2018.  On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the meeting opened at 4:20 p.m.  On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, the meeting adjourned at 5:55 p.m.

The meeting opened at 7:09 p.m.

The Pledge of Allegiance was led by Trustee Davida.

The Deputy Clerk read the legal notice:

NOTICE IS HEREBY GIVEN that the Board of Trustees of the Village of Babylon will hold a Public Hearing at 153 West Main Street, on Tuesday, July 10, 2018, at 7:00 p.m. or as soon thereafter as can be heard, to consider the application of Margaret Drew, President of MADD Bartini, Inc., to maintain the business at 124 North Carll Avenue, currently known as Bartini.

Copy of application and plans may be examined at the office of the Village Clerk, between the hours of 10am and 4pm Monday through Friday.

All interested persons should appear at the above time and place and they will be given the opportunity to be heard.  All applicants and their duly appointed representatives must appear in person at the above hearing.

The applicants addressed the Board and explained their intention to purchase Bartini and maintain the current bar business; they are simply taking over ownership. They will not be changing anything other than the hours, which will be daily from 2:00 pm to 2:00 am.

Bartini currently has live music and that will continue.  The music is varied – acoustic, solos, duos, and on weekends, full bands.  Margaret and David Drew have been booking bands for Bartini for the past 15 years and have been complaint-free the entire time.  The bands do not usually play past midnight.  There is no dancing / dance floor.

The only food that will be provided is microwavable; no kitchen will be added.

The premise has a rear door which is typically closed during normal operations and the outdoor deck is not really used.  The Board requested that smokers use the back deck area instead of outside in the front of the bar.

The Board requested that the front of the building as well as the alleyway be kept neat and clean of debris.  The Board advised that no neon signs are permitted and any changes to the Bartini sign needs approval of the Architectural Review Board.

Ms. Hirschman, the owner of the 126 N. Carll Avenue, commented that her parking lot located in the back is often left full of debris, which she attributed to the bar patrons;  she requested that Bartini owners police the area after closing to make sure the lot is kept clear.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to reserve decision and close the hearing.

The meeting adjourned at 7:28 p.m.
