A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, October 2, 2018. On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 4:12 p.m.  On the motion of Trustee Davida, seconded by Trustee Silvestri and unanimously carried the meeting adjourned at 5:55 p.m.

A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, October 9, 2018.  On the motion of Trustee Muldowney, seconded by Trustee Adams and unanimously carried, the meeting opened at 7:10 p.m. On the motion of Trustee Muldowney, seconded by Trustee Adams and unanimously carried, the Board entered into Executive Session at 7:15 p.m. to discuss sensitive properties.  On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the Executive Session ended at 7:40 p.m. and the Board returned to the Public session.  On the motion of Trustee Silvestri, seconded by Trustee Adams and unanimously carried, the meeting adjourned at 7:55 p.m.

Regular meeting of the Board of Trustees opened at 8:04 p.m.

The Pledge of Allegiance was led by Trustee Adams.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the September 25th, 2018 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to increase the Parking Lot revenue account, A1720, by $12,000 with the anticipated revenue of one new parking meter and increase the Off-Street Parking expense line, A5650.200, by $12,000 for the purchase of one meter.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to accept the resignation of Marion Frosch as a greenhouse laborer effective September 29, 2018.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Girl Scouts to use the Argyle Gazebo on Saturday, December 15, 2018, from 10:30 a.m. to 2:00 p.m., for their annual Holiday Gathering.  This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an ‘Additional Insured’, as well as a signed and notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that the Village of Babylon Records Management Program Advisory Board be amended as follows:

ALSO RESOLVED to amend the resolution dated January 13, 2004, as follows:

The Records Advisory Board shall meet periodically to discuss records management progress.

Trustee Silvestri commented on the upcoming events at the Conklin House;  next Friday is the Artist Exhibit, Saturday is the Apple Festival and various fun activities; Sunday the art show continues.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to Babylon Jr.-Sr. High School to hold the Homecoming Parade on Saturday, October 27th, 2018, lining up at 12:00 Noon in the municipal lot behind Gemelli’s. The parade will head West on Main Street, turn North onto North Carll Avenue, and proceed to the Football field parking lot. This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an ‘Additional Insured’, as well as a signed and notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED that the Village establish a Safe Harbor standard measurement period of one year for a new, variable hour employee.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED that the Village has established a Safe Harbor standard measurement period of one year, from October 1st to September 30th, for the purpose of determining on-going variable hour employees.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to approve the following warrant for October 9th, 2018:

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED in accordance with the Records Retention and Disposition Schedule MU-1, to dispose of the following items in the Village Clerk’s Office:

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to issue refunds in the amounts indicated to each of the applicants listed below for the return of ZBA sign(s) for partial refund:

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to hire Patricia Carley as a part-time Office Assistant in the Village Clerk’s Office with a salary of $30.00 per hour effective October 3, 2018.

Trustee Muldowney announced that this weekend is the Village Cup Competition at the Golf Course.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the attached contract with Mesiano Consulting for grant writing and administrative services.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that pursuant to New York State General Municipal Law section 104(b), Mayor RALPH SCORDINO, the TRUSTEES, JEAN MARIE PARKER, Village Clerk, IRENE IVANOFF, Court Clerk, CHARLES GARDNER, Superintendent of Public Works, SUZANNE SCHETTINO, DEBORAH LONGO, THOMAS STEFFANN, WILLIAM WHITTIER and MICHAEL GOLUB and JOSEPH FRACCALVIERI of the Babylon Village Fire Department, are responsible for purchasing.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to adopt the attached Sexual Harassment Policy dated October 1, 2018, and distribute to all employees as per the New York State Department of Labor.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant a license to the following applicants to drive a taxi cab for Lindy’s Taxi in the Village of Babylon:     Nicholas Scalera

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant a license to the following applicants to drive a taxi cab for Sunset Taxi in the Village of Babylon:          William Staiger

The meeting was opened to the Public;
