A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, October 21, 2014.  On the motion of Trustee Basile, seconded by Trustee Amelia and unanimously carried, the meeting opened at 4:12p.m.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant sidewalk access from 10:00 a.m. to 8:00 p.m. on October 31, 2014, to the Babylon Village Chamber of Commerce for their Safe Trick or Treat Event, which runs from 12:00 Noon to 5:00 p.m.

ALSO RESOLVED to grant sidewalk access to the Babylon Village Chamber of Commerce from Friday, November 28th through Sunday, November 30th, 2014, for Small Business Saturday, November 29th, 2014.

On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the meeting adjourned at 5:30 p.m.

Regular meeting of the Board of Trustees opened at 8:04 p.m.

The Pledge of Allegiance was lead by Trustee Muldowney.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the October 14th, 2014 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department, dated October 22, 2014:

At the regular monthly meeting of the Fire Council held October 21, 2014, the Fire Council took the following actions and we await your approval:

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to re-appoint Lynn Dunlop to the Architectural Review Board for a three (3) year term which will be November of 2017.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to Horace and Sylvia’s Publick House Restaurant to maintain a temporary sign on the building at 100 Deer Park Avenue from November 1st through November 14th, 2014, to celebrate their Tenth Anniversary.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire Denise Yaremko as a clerk typist with a salary of $8.50 per hour effective October 14, 2014.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to increase the annual salary of Raymond Peterson $1,000, effective October 21, 2014, having completed his six month probationary period.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to re-appoint James Slack as chairman of the Planning Board for a five (5) year term which will be November of 2019.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to remove the current exemption and restore full assessment to the property below, and bill the new owner accordingly, for the 2013/14 Tax Year.

36 Tameling Avenue – formerly owned by Edwin Doty, a Senior Citizen Exemption, with an assessed value of 3250, and bill the new property owner a total of $ 402.59 for the 2013/14 Tax Year.    (317 days at $1.27 per day)               (*2014/15 taxes paid without exemption)

Trustee Davida announced the completion of the Troop 94 Eagle Scout Project involving 3,000 Beach Grass Plantings at the Village Pool.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that the Village of Babylon will hold a General Election on Wednesday, March 18, 2015, for Mayor and two (2) Trustees, each for a term of four years.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to re-appoint Frank Seibert to the Planning Board for a five (5) year term which will be November of 2019.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to terminate the employment of Kevin Cox as a sanitation laborer effective October 15, 2014.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue a refund in the amount $564.81 for decrease in assessed value on Section 15   Block 3   Lot 8, 118 Peninsula Dr., as follows:

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to re-appoint Mary Lou Bartch to the Architectural Review Board for a three (3) year term which will be November of 2017.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to approve the following warrant for October 28, 2014:

            General Account:          $ 130,347.96

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that the Board of Trustees of the Village of Babylon adopts the Memorandum of Agreement attached, signed by CSEA representative Jay Diaz  representing the Village Workers covered under a union contract that expired May 31, 2014.  The agreement is also signed by unions rank & file representatives John Christ and Evelyn Eagan. The contract will be forthcoming pertaining to salaries and signing bonuses, retroactive to June 1, 2014 for four (4) years to 2018.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the following applicant to drive a taxi cab for Lindy’s Taxi in the Village of Babylon:   Mushir Jalal

Mayor Scordino made the following announcements:

Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Tuesday, November 11, 2014, in observance of the Veteran’s Day Holiday.  Residents should not put rubbish or recycling out to the curb on holidays; these items should be put out the following week on your regular scheduled rubbish/recycling day.

The Veteran’s Day Parade will be held on Tuesday, November 11, 2014, at 10:00 am.

In observance of Veteran’s Day, the Board of Trustees meeting originally scheduled for Tuesday, November 11, 2014, is rescheduled to Wednesday, November 12, 2014 at 8:00 p.m.

The meeting was opened to the Public; no one addressed the Board.

Meeting adjourned at 8:15 p.m.
