A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, October 24, 2017.  On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 7:15p.m.  On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, the meeting adjourned at 7:45p.m.

Regular meeting of the Board of Trustees opened at 8:00 p.m.

The Pledge of Allegiance was led by Trustee Adams.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried it was

RESOLVED to approve the minutes of the October 10th, 2017, regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated October 18, 2017:

At the regular monthly meeting of the Fire Council held October 17, 2017, the Fire Council took the following actions and we await your approval:

On the motion of Trustee Muldwoney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

Mayor Scordino commented that Jonathon Zocchia is on assignment with the Coast Guard in Puerto Rico.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Breast Cancer Coalition to maintain temporary signs at various merchants in the Village from November 1st through December 6th, 2017, to advertise the Sip & Shop Holiday Fair.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Historical & Preservation Society to host the annual Babylon Village Tree Lighting on Sunday, December 3, 2017, at 4:00 p.m., followed by the Wassail Bowl at the Museum.  The Historical Society will make the necessary arrangements with the Fire Department.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to accept the request of Valerie Fronzo to retire as Village Treasurer effective November 2, 2017.

Mayor Scordino commented that it is with regret we accept Valerie’s resignation; he noted the outstanding job she has done in her 10+ years, which have passed so quickly. He wished the best of luck in retirement to a really great person and good friend.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to transfer the unused 2016/17 Budget line of $6,000 for Microfilm Storage to combine with this year’s 2017/18 Budget Line of $6,000 to provide the Village Clerk with the total of $12,000 to expense on the Microfilming process.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to correct for last season’s (2016/17) Pool Concession Venue net collections calculation and combine it with the balance due for this year’s 2017/18 season net collection calculations as a final total for the Pool Commissions due in a refund of $246.01 payable to Molto Vino Ltd., per attached worksheets.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to appoint Arta Wintjen as Village Treasurer effective November 2, 2017 to fill the unexpired term of Valerie Fronzo which is to April of 2019.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to Rose and Bob Norman of BPH Realty to access the Conklin House property in order to repair and paint the wall of their building located at 264 Deer Park Ave. The work is to be completed by WGP Contracting and [weather permitting] will commence in October.  This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an ‘Additional Insured’, as well as a signed and notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to issue refunds in the amounts indicated below to each of the applicants listed for the return of ZBA sign(s) for partial refund:

RESOLVED to extend the 2017 Boat Berth Season to December 1, 2017, at which time boats and lines should be removed from Village berths. 

[Winter Mooring is available at certain marinas; contact the Village Clerk’s Office for more information regarding Winter Mooring.]

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the resignation of Brian Canobbio as a golf course laborer effective October 21, 2017.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Girl Scouts to use the Argyle Gazebo on Saturday, December 9th, 2017, from 10:30 a.m. to 2:00 p.m. for their annual Holiday Gathering.  This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an ‘Additional Insured’, as well as a signed and notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to approve the following warrant for October 24th, 2017:

WHEREAS A Public Hearing was held on Tuesday, October 24th, 2017,

BE IT HEREBY ENACTED that the following Local Law, proposed as Local Law #10 of 2017, is HEREBY ADOPTED as:

Local Law 10 of 2017, amending Chapter 343, Article XI Section 74;

[pertaining to parking in the vicinity of Fire Island Avenue South of Merman Place, Nereid Place and East Court]

Mayor Scordino made the following announcements:

        Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Friday, November 10, 2017, in observance of the Veteran’s Day Holiday.  Residents should not put rubbish or recycling out to the curb on holidays.

        The Veteran’s Day Parade will be held on Saturday, November 11th, 2017, beginning at 10:00 a.m.  The Mayor encouraged all to attend and support our Veterans.

        The Board of Trustees of the Village of Babylon will hold a Public Hearing on Tuesday, November 14, 2017, at 7:00 p.m. to consider the following:

Proposed Local Law #11 of 2017, to amend Chapter 343-3 of Village Code, regarding parking violations.

Complete text of this proposed Local Law will be available in the Office of the Village Clerk, Monday through Friday, between the hours of 10:00 a.m. and 4:00 p.m. beginning October 26th, 2017.

The meeting was opened to the public; no one addressed the Board.

Meeting adjourned 8:12 p.m.
