A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, October 16, 2018. On the motion of Trustee Davida, seconded by Trustee Silvestri and unanimously carried, the meeting opened at 4:43 p.m.  On the motion of Trustee Muldowney, seconded by Trustee Adams and unanimously carried the meeting adjourned at 5:55 p.m.

A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, October 23, 2018.  On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, the meeting opened at 7:06 p.m. On the motion of Trustee Adams, seconded by Trustee Silvestri and unanimously carried, the meeting closed at 7:15 p.m.  On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, the Board entered into Executive Session at 7:16 p.m. to discuss sensitive properties.  On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, the Executive Session ended at 8:00 p.m.

Regular meeting of the Board of Trustees opened at 8:05 p.m.

The Pledge of Allegiance was led by Trustee Davida.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the October 9th, 2018 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated October 20, 2018:

At the regular monthly meeting of the Fire Council held October 16, 2018, the Fire Council took the following actions and we await your approval:

Placed on Sick Leave:

     Robert Santos effective September 24, 2018.

     Jonathan Zocchia effective September 24, 2018.

     Brian Kunz effective October 5, 2018.

Took off Sick Leave with Medical Clearance:

     Kevin Morrow effective September 10, 2018.

     Jonathan Zocchia effective October 6, 2018.

Changed Status from Active to Senior Inactive:

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED that the Board of Trustees hereby acknowledges that pursuant to Section 2019-a of the Uniform Justice Court Act, the required 2017-2018 Fiscal Year (10/1/2017 to 9/30/2018) Audit of the Justice Court of the Incorporated Village of Babylon was performed by the Certified Public Accounting firm of Skinnon and Faber on October 18, 2018.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED that the Mayor and Board of Trustees of the Village of Babylon hereby authorize and direct the Babylon Village Justice Court to apply for a JCAP grant in the 2018-2019 grant cycle, and upon approval of said request to enter into and execute a project agreement with the New York State Unified Court System for such financial assistance to this court.

Trustee Adams commented on the Children’s Fall Festival being hosted by the Village, the Arts Council and the Library, to be held at the Gazebo this Saturday from 2:00 p.m. to 4:00 p.m. and the Chamber of Commerce’s Halloween Parade which begins at 11:00am behind Gemellis.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED in accordance with the Records Retention and Disposition Schedule MU-1, to dispose of the following items in the Village Clerk’s Office:

            Miscellaneous Handicap Parking Correspondence, 2002 through 2005

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the attached contract with Chris Lewis of Babylon Village Internet Service, regarding maintenance and development of the Village of Babylon website, for the period November 1, 2018 to October 31, 2019.

Trustee Silvestri commented on the successful Apple & Arts Festival at the Conklin House this past weekend and mentioned the exciting upcoming Holiday events – November 29th is the annual Cookie Contest, November 30th is the Conklin House Christmas Open House and the Chamber Old Fashioned Shopping Event and December 14th is the Dickens Wonderland.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to the Babylon Lions Club to use the Village Docks and Lewis Circle from 6:30 p.m. to 11:00 p.m. on November 8th, 2018, for overflow customer parking from their annual Beer Wine and Food Expo to be held at the Piermont. This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an ‘Additional Insured’, as well as a signed and notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to approve the 2018/19 Budget transfers, as indicated, to cover current year expenditures.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to hire Michael Matunas as a part-time Highway Laborer with a salary of $10.50 per hour effective October 9, 2018.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED that the Village of Babylon will hold an Election on Tuesday, March 19, 2019, for Mayor and two Trustees, each for a term of four years. 

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to extend the 2018 Boat Berth Season to December 1, 2018, at which time boats and lines should be removed from Village berths.

Mayor Scordino made the following announcement:

-Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Monday, November 12, 2018, in observance of the Veterans Day Holiday.  Residents should not put rubbish or recycling out to the curb on holidays.

-There will not be a Veterans Day Parade this year, but Babylon Post 94 will be holding a Veterans Day ceremony beginning at 10:30 a.m. on Sunday, November 11th.
