A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, September 29th, 2015.  On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the meeting opened at 4:03 p.m.  On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried, the meeting adjourned at 4:30 p.m.

Regular meeting of the Board of Trustees opened at 8:06 p.m.

The Pledge of Allegiance was lead by Trustee Basile.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the September 22nd, 2015 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to the Babylon Breast Cancer Coalition to maintain temporary signs at various merchants in the Village from October 14th to November 9th, 2015, to advertise their ‘Photos with Santa’ fundraiser event.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to terminate the employment of Joseph A. De’Sa as a part-time mechanic effective May 22, 2015.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to increase the annual salary of Deborah Longo $1,000.00 effective October 5, 2015.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to dispose of the attached Treasurer’s records as per the NYS Archives Record Retention and Disposition schedule, MU-1.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the resignation of David Parker as a member of the Board of Appeals effective October 13, 2015.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to increase the annual salary of Elizabeth Waters $2,000.00 effective October 5, 2015.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to issue a refund in the amount of $25.00 to Frank Genovas for the return of one (1) Board of Trustees sign for partial refund for the property located at 29 John Street, Francesco’s Restaurant.  (Section 7 / Block 2 / Lot 82.4)

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to grant permission to the Babylon Chamber of Commerce to have sidewalk access for the Safe Trick-or-Treat Parade starting at 12:00 Noon on Saturday, October 31, 2015.

This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an ‘Additional Insured’.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to remove the current exemptions and restore full assessment to the properties attached, and bill the new owners accordingly, for the Tax Year(s) as indicated.

RESOLVED to acknowledge receipt of the attached notification of Suffolk County Comprehensive Master Plan 2015, Framework for the Future, as required by NY General Municipal Law § 239-d. 8.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the following warrant for October 13, 2015:

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Historical & Preservation Society to host the annual Babylon Village Tree Lighting on Sunday, December 6th, 2015, at 4:00 p.m., followed by the Wassail Bowl at the museum.  The Historical Society will make the necessary arrangements with the Fire Department.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to appoint Frank Seibert as a member of the Board of Appeals for a five year term which will be October 2020, effective October 13, 2015.

Trustee Basile commented that the Apples & Arts Festival will be held this weekend at the Conklin House.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to increase the annual salary of Marion Frosch to $20,800 effective October 5, 2015.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to American Legion Babylon Post 94 to hold the annual Veteran’s Day parade on Wednesday, November 11, 2015.  The parade will begin at 10:00 a.m. at Foster Blvd. and Deer Park Avenue, proceed south on Deer Park Avenue, head west on Montauk Highway to North Carll Avenue, then east on Grove Place to Babylon Post 94, where the ceremony will be held.  This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an ‘Additional Insured’.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED, that pursuant to New York State General Municipal Law section 104(b), Mayor RALPH SCORDINO, the TRUSTEES, PATRICIA CARLEY, Village Clerk, IRENE IVANOFF, Court Clerk, CHARLES GARDNER, Superintendent of Public Works, SUZANNE SCHETTINO, DEBORAH LONGO, THOMAS STEFFANN,  and MICHAEL SASUK and SCOTT GLENN of the Babylon Village Fire Department, are responsible for purchasing.    

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to appoint Bruce Zappia as a member of the Planning Board for a five year term which will be October 2020, effective October 13, 2015.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant a license to the following applicant to drive a taxi cab for Lindy’s Taxi in the Village of Babylon:

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant a license to the following applicant to drive a taxi cab for Sunset Taxi in the Village of Babylon:

Mayor Scordino made the following announcement:

The Board of Trustees will hold a Public Hearing on Tuesday, October 27th, 2015, at 7:00 p.m. to consider the adoption of Local Law #6 of 2015, which is a local law to amend the current Village Code, Section 343-71, Schedule XIII, regarding parking on Pearsall Place.

The meeting was opened to the public:
