A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, November 19, 2013.  On the motion of Trustee Muldowney, seconded by Trustee Amelia and unanimously carried, the meeting was opened at 4:13 p.m. On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, the meeting was adjourned at 4:58 p.m.

Regular meeting of the Board of Trustees opened at 8:02 p.m.

The Pledge of Allegiance was lead by Trustee Muldowney.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the November 12, 2013 regular meeting of the Board of Trustees and dispense with reading of the same.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to enter into Executive Session at 8:05 pm to discuss confidential personnel matters.

On the motion of Mayor Scordino, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to adjourn the Executive Session of the Board of Trustees at 8:10 pm.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to the Babylon Beautification Society to use the Village Highway Garage on Saturday, November 30th, 2013 and Sunday, December 1st, 2013 to prepare and distribute the decorations for the lamppost decorating.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the resignation of Timothy Shelhorse as Greenskeeper at the E. Donald Conroy Golf Course effective November 22, 2013.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire Thomas Steffann as Greenskeeper at the E. Donald Conroy Golf Course, with an annual salary of $50,000, effective November 18, 2013.

The Village Clerk read the letter from the Fire Council dated November 20, 2013:

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to issue refund in the amount of $ 369.53 as per Assessor Petition for the 2013/14 Tax Year for:

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to increase the assessed value for the 2013 tax roll as per the attached Assessors Petition with Correction of Errors, RPTL 550-3, for the following property:        Section 16    Block  4    Lot 23;    40 Trask Lane

Trustee Basile announced several upcoming Holiday events in the Village and at the Conklin House:  Sunday, December 1st is the Village street pole decorating, thanks to the Babylon     Beautification Society.  Thursday, December 5th is the annual Cookie Contest.  Cookies can be dropped off at the Conklin House between 4:00 pm and 6:00 p.m.  Friday, December 6th is Open House; come see the Conklin House beautifully decorated for the holiday season.  Sunday, December 8th is “Picture Perfect Christmas”.  Have your picture taken between 12:00 Noon and 2:00 p.m.; and visit with Santa between 2:00 p.m. and 4:00 p.m. Tuesday, December 10th at 9:30 a.m. the High School Nursery School classes will visit the Conklin House for Christmas stories.  Wednesday, December 12th the Book Buddies will visit the Conklin House for Christmas stories.

Mayor Scordino commended Trustee Basile for the great job she does with the Conklin House, which has become a focal point of the Village.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried,

WHEREAS A PUBLIC HEARING WAS HELD on Tuesday, November 12, 2013, BE IT HEREBY RESOLVED to approve the application of Micheline Cummings of Madame Butterfly Cakes, Inc., to open a wholesale and retail custom cake shop and bakery café at 450 Fire Island Avenue, Babylon.  ALSO BE IT HEREBY RESOLVED to approve and adopt the attached Covenants and Restrictions for Madame Butterfly Cakes as of November, 2013.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried,

WHEREAS A PUBLIC HEARING WAS HELD on Tuesday, November 12, 2013, BE IT HEREBY RESOLVED to approve the application of Dah Ping Yeh of Masa D.P.Y. Corp., to open a Japanese Restaurant, Sakura, at 94 Deer Park Avenue, Babylon. ALSO BE IT HEREBY RESOLVED to approve and adopt the attached Covenants and Restrictions for Sakura, as of November, 2013.

Mayor Scordino made several announcements:

On Saturday, November 30th, 2013, the New York Club will be fundraising in the Village of Babylon from 10:00 a.m. to 5:00 p.m.

Village of Babylon Offices will be closed and there will be no Rubbish or Garbage pick-up on Thursday, November 28, 2013 in observance of the Thanksgiving Day Holiday. Residents should not put rubbish or recycling out to the curb on holidays.  These items should be put out the following week on your regular scheduled rubbish/recycling day.

Saturday, November 30th, 2013 has been designated as Small Business Saturday.  All residents are encouraged to shop locally and support our Village merchants.

December 4th is the Hanukkah lighting ceremony in the Village.

December 6th is the Chamber of Commerce “Old Fashioned Christmas Event”.  The stores in the business district will be open late and due to the anticipated crowds, Deer Park Avenue will be closed to traffic between Montauk Highway and James Street.

December 8th is the Tree Lighting, followed by the Wassail Bowl and the annual Boy Scout Spaghetti Dinner.
