A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, November 18, 2014.  On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the meeting opened at 4:11 p.m.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to Owen Kilgannon of One John Street Realty Company to maintain temporary signs on the West side and Southwest side of the  building located at One John Street for a period not to exceed two months, advertising “Offices for Rent”.

On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried, the meeting adjourned at 6:58 p.m.

Regular meeting of the Board of Trustees opened at 8:07 p.m.

The Pledge of Allegiance was lead by Trustee Amelia.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the November 12th, 2014 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department, dated November 20, 2014:

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue refunds as per the attached Stipulation of Settlement totaling $28,030, as follows and as per the attached for properties in The Village Commons Condominiums:  First half refund in the amount of $14,015 to be mailed now; second half to be mailed by January 25, 2015.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED that the red meter bags be in place for the Holiday Season prior to the Old Fashioned Village Christmas event to be held on Friday December 5th, 2014, as requested by the Babylon Village Chamber of Commerce.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire Errol Wunderlin as a part time highway laborer with a salary of $10.00 per hour effective November 15, 2014.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to hire Todd Barbarino as a sanitation laborer with a salary of $8.50 per hour effective November 10, 2014.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to issue refunds as per the attached Stipulation of Settlement totaling $40,004 as follows and as per the attached for properties in Whalers Cove;  First Half refund in the amount of $20,002 to be mailed now; second half to be mailed by January 25, 2015.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to approve the following warrant for November 25, 2014:

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Chamber of Commerce to use the outdoor speaker systems at various buildings in the Business District to play tasteful holiday music during the Old Fashioned Christmas event on December 5, 2014, from 5:00 p.m. to 9:00 p.m.

ALSO RESOLVED to grant permission to the businesses in the Village to play tasteful holiday music on their outdoor speaker systems throughout the holiday shopping season, from         December 5th to December 27th, during the hours of 12:00 Noon to 9:00 p.m.  The Chamber will be responsible for monitoring the music to insure that the volume is kept to a pleasing level.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to change Christine Antolini from a seasonal employee to a part time greenhouse laborer with a salary of $8.50 per hour effective December 1st, 2014.

Trustee Basile mentioned the upcoming events at the Conklin House:

Thursday, December 4th is the annual Cookie Contest; Friday, December 5th, from 6:00 p.m. to 9:00 p.m., the Conklin House is open to the public for viewing; Sunday, December 7th, is the “Picture Perfect Christmas”.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to increase the annual salary of Barry Holmes $2,000.00 effective November 3, 2014.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant the application of Thomas DelFrancesco of T.D. Vending Corporation to operate a Mister Softee Ice Cream truck in the Village of Babylon for the 2015 season.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried,

BE IT RESOLVED that Ralph A. Scordino, Mayor of the Village of Babylon, is authorized to execute a Memorandum of Understanding and all related project forms for Community Development Block Grant disaster recovery funding.

Mayor Scordino made the following announcements:

Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Thursday, November 27, 2014, in observance of the Thanksgiving Holiday.  Residents should not put rubbish or recycling out to the curb on holidays.  These items should be put out the following week on your regular scheduled rubbish/recycling day.

The Board of Trustees will hold a Public Hearing on Tuesday, December 9th, 2014, at 7:00 p.m., to consider the adoption of Local Law #5 of 2014, which is a Local Law to consider an amendment to Section 113 of the Village Code pertaining to Unsafe Buildings.

There will be no second Board meeting in December.

Saturday, November 29th, is Small Business Saturday.  All residents are encouraged to shop locally and support our Village merchants.

Mayor Scordino reminded everyone of the upcoming Holiday festivities in the Village; the light pole decorating, Old Fashioned Christmas Event, the Tree Lighting, and the Wassail Bowl.

On behalf of the Board, Mayor Scordino wished all a Happy Thanksgiving.

The meeting was opened to the Public;

Frank Curtin, 420 Fire Island Avenue, asked about changes to Village Code 113, regarding Unsafe Buildings, and the Whaler’s

Cove property reassessment grievance.
