A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, November 22nd, 2016.  On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 7:25 p.m.  On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried, the meeting adjourned at 8:00 p.m.

REGULAR MEETING OF THE BOARD OF TRUSTEES

OF THE VILLAGE OF BABYLON WAS HELD IN THE BOARDROOM,

Regular meeting of the Board of Trustees opened at 8:03 p.m.

The Pledge of Allegiance was led by Trustee Davida.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the November 8th, 2016, regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated November 16th, 2016:

At the regular monthly meeting of the Fire Council held November15, 2016, the Fire Council took the following actions and we await your approval:

Placed On Sick Leave:

Barbara Maier as of November 9, 2016

Accepted as a Probationary Member:

Margaret O’Sullivan – Hook & Ladder

Christopher Sparks – Sumpwams Hose

Accepted Resignation:

Approved Inter-Company Transfer:

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to remove the current exemption and restore full assessment to the following property and bill the new owner accordingly, as per the attached Assessor Petition.

Section 009 / Block 01 /  Lot 017.3;  168 Locust Ave. – formerly owned by Rita Walsh, remove an Eligible Fund Exemption with an assessed value of 1050, and bill the Estate of Rita Walsh a total of $112.23 for the 2016/17 Tax Year.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to re-appoint Susan Harris to the Architectural Review Board for a three year term which will expire November of 2019.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Chamber of Commerce to use the outdoor speaker systems at various buildings in the Business District to play tasteful holiday music during the Old Fashioned Christmas event on December 2nd, 2016, from 5:00 p.m. to 9:00 p.m.

ALSO RESOLVED to grant permission to the businesses in the Village to play tasteful holiday music on their outdoor speaker systems throughout the holiday shopping season, from         December 2nd to December 27th, during the hours of 12:00 Noon to 9:00 p.m.  The Chamber will be responsible for monitoring the music to insure that the volume is kept to a pleasing level.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to re-appoint Theresa Bunger to the Architectural Review Board for a three year term which will expire November of 2019.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED that the red meter bags be in place for the holiday season prior to the Old Fashioned Village Christmas event to be held Friday, December 2nd, 2016, (and removed December 26th), as requested by the Babylon Village Chamber of Commerce.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire Charles Ferris as a part-time Highway Laborer with a salary of $10.50 per hour effective October 24th, 2016.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Girl Scouts to use the Argyle Gazebo for their annual Holiday Gathering on Saturday, December 10, 2016, from 10:30 a.m. to 2:00 p.m.  This permission is granted contingent upon timely receipt of required Certificate of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed and notarized ‘Hold Harmless’ agreement.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to approve the following warrant for November 22nd, 2016:

General Account:                    $  567,022.21

TOTAL GENERAL FUND:  $   567,022.21

TRUST FUND:                      $           788.13

TOTAL:                                 $567,810.34

Mayor Scordino wished all a Happy Thanksgiving and made the following announcements:

- Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Thursday, November 24th, 2016, for the Thanksgiving Day Holiday.

Residents should not put rubbish or recycling out to the curb on holidays.  These items should be put out the following week on your regular scheduled rubbish/recycling day.

- Saturday, November 26th is Small Business Saturday.  We encourage all of our residents to shop locally and support our Village Merchants.

The meeting was opened to the public; no one approached the Board.
