A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, November 14, 2017.  On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, the meeting opened at 7:20 p.m.  On the motion of Trustee Basile, seconded by Trustee Adams and unanimously carried, the meeting adjourned at 7:58 p.m.

Regular meeting of the Board of Trustees opened at 8:01 p.m.

The Pledge of Allegiance was led by Trustee Adams.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the October 24th, 2017, regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to remove the exemptions from the 2017 Final Roll as per the attached Assessor Petitions.

ALSO RESOLVED to bill the new owners the exempt property restoration accordingly, for the Tax Years as indicated on the attached chart.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to issue a refund in the amount of $50.00 to Sal Cataldo of Long Island Beach Bowls for the return of one Board of Trustees Public Hearing sign for partial refund.  [Property address:  14 B Railroad Avenue]

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED that the Board of Trustees hereby acknowledges that pursuant to Section 2019-a of the Uniform Justice Court Act, the required 2016-2017 Fiscal Year (10/1/2016 to 9/30/2017) Audit of the Justice Court of the Incorporated Village of Babylon was performed by the Certified Public Accounting firm of Skinnon and Faber on October 19, 2017.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to hire Holly Gaare as a full-time clerk typist in the Building Department with an annual salary of $29,120 effective November 6, 2017.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Chamber of Commerce to change the date of the Dickens Festival, originally scheduled for December 8th, to Friday, December 15th, 2017.  This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an ‘Additional Insured’, as well as a signed and notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED that the Village of Babylon Records Management Program Advisory Board be amended as follows:  

remove Valerie Fronzo and add Arta Wintjen

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried,

WHEREAS a Public Hearing was held on Tuesday, June 27, 2017,

BE IT HEREBY RESOLVED to approve the application of Brooke Jankow of Brooke & Steven Restaurants, Inc., for the changes made to Swell Taco, 135 Deer Park Ave., subject to Covenants & Restrictions to follow.  [Section 010   Block 04    Lot 004]

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire Jaime Cruz as a full-time laborer at the Golf Course with an annual salary of $28,080 effective October 30, 2017.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire Robert Mayo as a part-time starter at the Golf Course with a salary of $8.50 per hour effective October 26, 2017.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant a license to the following applicant to drive a taxi cab for Lindy’s Taxi in the Village of Babylon:

The Mayor made the following announcements:

-         Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Thursday, November 23, 2017, in observance of the Thanksgiving Holiday.  Residents should not put rubbish or recycling out to the curb on holidays.

-         Saturday, November 25th, 2017, is Small Business Saturday; we encourage all of our residents to shop locally and support our Village merchants.

-         The Board of Trustees of the Village of Babylon will hold a Public Hearing on Tuesday, November 28, 2017, at 7:00 p.m. to consider the following:

Proposed Local Law #12 of 2017, to amend Chapter 281-3 of Village Code, regarding rental permit application inspection requirements. 

Complete text of this proposed Local Law will be available in the Office of the Village Clerk, Monday through Friday, between the hours of 10:00 a.m. and 4:00 p.m. beginning November 16, 2017.

The meeting was opened to the public; the following people addressed the Board:

Ann Kessinger, 191 Livingston Ave., asked if / what the Village can do about the large groups of bicyclists harassing residents all over the Village

Sergeant Beaver from the 1st Precinct, Community Support Unit, responded that the Suffolk County Police are very aware of the issues with the harassing bicyclists; unfortunately they are very limited in what they can do because violation summonses cannot be issued to minors.  He further explained that as the minimum age for minors continues to go up over the next few years, it is going to become increasingly more difficult to deal with these situations.  It was suggested to reach out to the County Legislature to push for changes to the law to prevent the age of a minor from increasing.

Dell VanVleck, 15 Greenmeadow Drive, represented the homeowners of the Village Commons Condominiums and requested that the Village Code Enforcement Officers patrol their complex more often; there have been many complaints / problems regarding noise from Lily Flannagans & The Villager, much vandalism and many disrespectful acts on their property.

John DeFalco, 40 Greenmeadow Drive, asked for assistance in dealing with the bus company on George St. with regards to buses idling all night long, from at least Midnight to 3:00 a.m.

The Mayor wished all a Happy Thanksgiving.
