A work session was held by the Board of Trustees of the Village of Babylon on Wednesday, November 12, 2014.  On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, the meeting opened at 7:18 p.m.  On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting adjourned at 7:58 p.m.

REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF BABYLON WAS HELD IN THE BOARDROOM,

153 WEST MAIN STREET BABYLON, NEW YORK, ON WEDNESDAY,

Regular meeting of the Board of Trustees opened at 8:05p.m.

The Pledge of Allegiance was lead by Trustee Davida.

Senator Phil Boyle presented the NYS Liberty Medal to Trustee Davida and read the Proclamation honoring Trustee Davida for his spontaneous and heroic action on January 17, 2013.  His prompt and appropriate action in aiding a choking diner exemplified the character and compassion of ordinary citizens.

Wayne Horsley was also present to honor and congratulate Trustee Davida.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the October 28th, 2014 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried,

BE IT RESOLVED, that the calendars for the appointed officials listed on the attached chart (if required) are hereby accepted as an accurate accounting of the average number of days worked per month per year.

And therefore

BE IT RESOLVED, that the Village Board of the Village of Babylon, hereby establish standard workdays for the purpose of determining days worked reportable to the New York State and Local Employees’ Retirement system:

All Elected and appointed Officials:  5 day work week, six hour day

Mayor’s secretary, Treasurer, Village Clerk, Village Justice Court, and all clerical staff:

5 day work week, seven hour day

Superintendent of Public Works and laborer staff: 5 day work week, eight hour day

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to issue a refund in the amount $291.70 for decrease in assessed value on Section 15   Block 2   Lot 29, 150 Melbury Road, as follows:

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the resignation of Stanley Gooden as a Sanitation Laborer effective November 4, 2014.

Trustee Basile announced the upcoming events at the Conklin House; Thursday, December 4th is the annual Cookie Contest, Friday, December 5th is the Holiday Open House and Sunday, December 7th is the “Picture Perfect Christmas”.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to terminate Laquan Wise as a Sanitation Laborer effective November 6, 2014.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue refunds totaling $275.00 for the return of ZBA signs as per the following:

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Girl Scouts to use the Argyle Gazebo on Saturday, December 6th, 2014, from 10:30 a.m. to 2:00 p.m., for their annual Holiday Gathering.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to hire Gary Harden as a Highway Laborer with an annual salary of $20,800 effective October 27, 2014.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to issue a refund in the amount of $16.07 to Anthony Grusel for overpayment of taxes on 3 Lewis Circle.   (Section 16    Block 4     Lot 18)

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to remove the current exemption and restore full assessment to the property listed below, and bill the new owners accordingly, for the Tax Year(s) as indicated.

Trustee Davida thanked everyone for the nice surprise in honoring him with the NYS Liberty Medal.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a refund in the amount of $16.61 to Anthony Pelegrino for overpayment of taxes on 13 Grant Avenue East.   (Section 20    Block 3     Lot 3)

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire John Ryan Garrovillas as a Sanitation Laborer with a salary of $8.50 per hour effective November 5, 2014.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to approve the following warrant for November 12, 2014:

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was
