A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, May 9, 2017.  On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, the meeting opened at 7:30 p.m.  On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting adjourned at 7:50 p.m.

Regular meeting of the Board of Trustees opened at 8:00 p.m.

The Pledge of Allegiance was led by Trustee Adams.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the April 25th, 2017, regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated May 1, 2017:

At the regular monthly meeting of the Fire Council held April 26, 2017, the Fire Council took the following actions and we await your approval:

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to remove the following exemptions from the 2017 Final Roll as per the attached Assessor Petitions, and bill the new owners accordingly for the 2016/17 Tax Year as indicated.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that as of May 9th, 2017, all Public Hearing signs must be returned within two (2) weeks of the hearing date or the sign deposit will be forfeited and no refund will be issued. 

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to hire Michael Corio as a part-time Highway Laborer with a salary of $10.50 per hour effective April 20, 2017.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Ladies Ancient Order of Hibernians and the Breast Cancer Coalition to maintain 12” x 18” temporary posters at various merchants in the Village from May 28th through June 28th, 2017 to advertise the Taste of Our Towns event.

ALSO RESOLVED to grant permission to the Ladies Ancient Order of the Hibernians and the Breast Cancer Coalition to allow parking during their Taste of Our Towns event on June 28, 2017 at the following locations:

- Tennis Court Parking lots (North and South sides of Park Avenue)

            - Locust Avenue Parking Lot

            - Along Locust Avenue

Trustee Basile announced the one-man art show that will be at the Conklin House May 19th, 20th, and 21st, featuring the work of Tim Lewis.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to increase the annual salary of Kenneth Sawicki $1,000.00 effective April 17, 2017 having completed his six month probationary period.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVE to remove the current exemptions and restore full assessment to the properties listed, and bill the new owners accordingly, for the Tax Year(s) as indicated.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Public Library to hold Summer Reading Club Storytime Sessions at Argyle Park on July 12th, 19th, and 26th, 2017, from 11:30 am to Noon.  This permission is granted contingent upon timely receipt of the required Certificates of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed & notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to approve the following warrant for May 9th, 2017:

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to hire Sal DeAngelis as a part-time Parking Meter Officer with a salary of $10.50 per hour effective April 19, 2017.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED that JAMES GOWAN be appointed as SPECIAL COUNSEL FOR TAX AND CERTIORARI PROCEEDINGS for one year at a rate of $175. per hour.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to hire MONTE PLUMBING and HEATING for servicing all Village plumbing needs and winterizing of water lines at the pool and dock areas, at an hourly rate of $70.00 per hour for the Fiscal Year 2017-2018.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to create a Capital Projects Fund to account for acquisitions that are financed by debt going back to Fiscal Year 2014/15, our first year of debt issuance for new capital projects.

Trustee Davida announced that pool and swim lesson registrations would be held at Village Hall from 9 a.m. to 12 Noon on the following Saturdays:

May 13th – last names beginning A-L

May 20th – last names beginning G-N

June 3rd – last names beginning O-Z

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED that the attached be placed as liens on the 2017-2018 Tax Roll.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED that ALICE ZARUKA be appointed as VILLAGE HISTORIAN for one year at a salary of $1,200.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a refund in the amount of $5.00 to John Bell for switching from Boat Berth #14 at SE Lewis to #73 at Lewis Pond for the 2017 Season.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a refund in the amount of $660.00 to Valerie Murray for Boat Berth #4 at Boynes Canal, as she will not be using this slip for the 2017 Season.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a refund in the amount of $240.00 to Jason O’Keefe for switching from Boat Berth #33 at Main Dock to #55 at East Creek for the 2017 Season.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a refund in the amount of $10.00 to Vasilios Sinaplidis for switching from Boat Berth #3 at SE Lewis to #35 at Lewis Pond for the 2017 Season.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire Peter Montalbano as a part-time Starter at the Golf Course with a salary of $8.00 per hour effective April 15, 2017.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant a license to the following applicant to drive a taxi cab for Lindy’s Taxi in the Village of Babylon:          Kesner Desormeau

Mayor Scordino read the following resolution and polled the Board:

WHEREAS a Public Hearing was held on Tuesday, March 15, 2017, to hear the application of Frank Genovas to amend the Covenants and Restrictions for Francesco’s Restaurant and Pizzeria, 29 John Street,

BE IT HEREBY RESOLVED to accept and adopt the amended Covenants & Restrictions for Francesco’s Restaurant and Pizzeria, 29 John Street, as per the attached.
