A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, May 21, 2019.  On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 4:08 p.m. On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried the meeting adjourned at 5:16 p.m.

A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, May 28, 2019.  On the motion of Trustee Davida, seconded by Trustee Silvestri and unanimously carried, the meeting opened at 7:06 p.m.  On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, the Board entered into Executive Session at 7:26 p.m. to discuss sensitive properties.  On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, the Executive Session ended at 7:59 and the meeting adjourned.

Regular meeting of the Board of Trustees opened at 8:04 p.m.

The Pledge of Allegiance was led by Trustee Davida.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the May 14th, 2019 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated May 24, 2019:

At the regular monthly meeting of the Fire Council held May 21, 2019, the Fire Council took the following actions and we await your approval:

            Placed on Sick Leave:

                        Giuseppe Pergolotti effective March 23, 2019.

                        Ryan McKeown effective May 3, 2019.

                        Kyle Baldwin effective May 17, 2019.

           Took off Sick Leave with Medical Clearance:

                        Regina Anderson effective May 2, 2019 as a Class D Firefighter.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to hire Stacey Pagluica as a part-time Greenhouse Laborer with a salary of $10.50 per hour effective May 20, 2019.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue a refund in the amount of $2,893.43 to Lereta, LLC, for overpayment of 2018 Taxes on the property located at 34 W. Main Street [Section 014/ Block 01/ Lot 011]. 

This refund amount represents the percentage of the PILOT exemption for the 2018 Tax Year.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to transfer $50,000 from A1990.400 Contingent Expense and $3,749 from A7180.401 Beach Repairs, Pool Paint to the Capital Projects Fund H7180.400 Beach.Pool Bond for $53,749 to cover the additional expense of the Pool Marbledusting Project.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

Trustee Adams commented that Chamber of Commerce Spring Fling is this Saturday, June 1st, from 11:00 a.m. to 5:00 p.m., and will include a car show.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to appoint Andrew Alvarez to Labor Crew Leader for 25 working hours per week in addition to his title of Auto Mechanic III for 15 working hours of his usual 40-hour work week with no change to current salary effective May 20, 2019.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to issue a refund in the amount of $50.00 to Aldo Gervasi of Sal’s Famous Pizza for the return of one Board of Trustees Public Hearing sign for partial refund.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to hold a Bid Opening at 9:30 a.m. on Thursday, June 13, 2019, for a Skid Steer with general purpose bucket.  Bid Specifications will be available in the Office of the Village Clerk, beginning Thursday, May 30th, between the hours of 9:00 a.m. and 5:00 p.m., Monday through Friday.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to approve the following warrant for May 28th, 2019:

General Account:                    $ 170,179.23

Conklin House:                       $         30.80

TOTAL GENERAL FUND:  $ 170,210.03

Capital Fund:                          $  60,465.25

Trust Fund:                             $     4,196.56

Trustee Davida commented that this Saturday is the last pool registration day at Village Hall.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to hire Lukas Jensen as a full-time Highway Laborer with an annual salary of $29,120 effective May 21, 2019.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to hold a Bid Opening at 9:30 a.m. on Thursday, June 13, 2019, for Residential Sidewalks, Curbs, Curb Gutters, and Aprons.  Bid Specifications will be available in the Office of the Village Clerk, beginning Thursday, May 30th, between the hours of 9:00 a.m. and 5:00 p.m., Monday through Friday.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

Trustee Silvestri commented that the Conklin House will be participating in the Spring Fling this Saturday with sheep sheering demonstrations, a petting zoo and tours of the Conklin House.  Sunday, June 2nd, is the Children’s Fancy Tea at the Conklin House.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to hire Joseph Mantesta as a full-time laborer at the Golf Course with an annual salary of $29,120.00, effective May 13, 2019.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED that the starting salary for the Summer Youth Employment Program will be $7.50 per hour, except for those students who do special jobs which have more responsibility.

ALSO RESOLVED that the attached is the salary schedule for the Summer Youth Employment Program for 2019.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to issue a refund in the amount of $100.00 to Margaret Parrish for switching from boat slip #42 at Boynes Canal to slip #75 at East Creek.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried,

WHEREAS a Public Hearing was held on Tuesday, May 14, 2019,

BE IT HEREBY RESOLVED to approve the application of Aldo Gervasi, President of Sal’s Famous Pizza, Inc., to sell alcoholic beverages, specifically canned and bottled beer, in his pizzeria located at 128 North Carll Avenue, in connection with Food purchases.

ALSO BE IT RESOLVED to approve and adopt the attached Covenants & Restrictions for Sal’s Famous Pizza, Inc., 128 North Carll Avenue.  [Section 009 / Block 01 / Lot 031]

Trustee Muldowney commented that it was a great weekend at the Golf Course.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that a report of a public nuisance at 11 Deerfield Court has been received from the Building Department dated May 17th, 2019.  The Board of Trustees finds based on such report a public nuisance exists and a notice to abate such nuisance shall be issued to the owner, lessee, tenant or occupant by June 10, 2019, or the Village will take such action to abate the nuisance and assess the costs to land and premises tax bill.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to schedule a Public Hearing to be held at 7:00 p.m. on Tuesday, June 11th, 2019, to consider the application of Patrick Mack to open a restaurant at 94 East Main Street, the former location of Don Ricardo’s.  Copy of Application and Plans will be available in the Office of the Village Clerk beginning May 30th, 2019.

Mayor Scordino made the following announcement:

The Farmers’ Market will re-open for the season on Sunday, June 2, 2019.  It will be open every Sunday from 8:00 AM to 1:00 PM through November 24, 2019.
