A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, May 24th, 2016.  On the motion of Trustee Muldowney, seconded by Trustee Amelia and unanimously carried, the meeting opened at 7:16 p.m.  On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried, the meeting adjourned at 7:48 p.m.

REGULAR MEETING OF THE BOARD OF TRUSTEES

Regular meeting of the Board of Trustees opened at 8:01 p.m.

The Pledge of Allegiance was led by Trustee Amelia.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the May 10th, 2016, regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated May 21, 2016:

At the regular monthly meeting of the Fire Council held May 17, 2016, the Fire Council took the following actions and we await your approval:

Placed On Sick Leave:

            James Clancy as of April 17, 2016

            Regina Anderson as of May 4, 2016

Took Off Sick Leave with Medical Clearance

            Bruce Larsen as of May 2, 2016

Accepted as an Active Member Following Satisfactory Completion of Probationary Period

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to issue a pro-rated refund in the amount of $120.00 to Vincent Tanzi for returning Apartment Parking Decal #3.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED that TIMOTHY J. DUNN III be appointed as ACTING VILLAGE JUSTICE for one year at a salary of $100. per Court session.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED in accordance with the Records Retention and Disposition Schedule MU-1, the items on the attached chart are to be disposed of as of June 1st, 2016.         [Village Clerk’s Office]

Trustee Davida commented that the pool and swim lesson registration has begun; the next sign-up date is June 4th.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant the request of the Ladies Ancient Order of the Hibernians and the Babylon Breast Cancer Coalition to allow parking during their “Taste of the Town” event to be held on June 15th, 2016, at the following locations:

– Tennis Court parking lots (North and South sides of Park Avenue)

– Locust Avenue Parking Lot

– Along Locust Avenue

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED that JAMES GOWAN be appointed as SPECIAL COUNSEL FOR TAX AND CERTIORARI PROCEEDINGS for one year at a rate of $175. per hour.

Trustee Amelia announced that registration for the summer recreation programs will be held June 21st, 22nd, and 23rd, 2016.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the following warrant for May 24th, 2016:

General Account:                     $  237,912.62

TOTAL GENERAL FUND:    $  237,912.62

TRUST FUND:                         $   13,052.86 

TOTAL:                                 $ 250,965.48 

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to issue a refund in the amount of $253.19 to Harry Smith for overpayment of taxes on 36 Lucinda Drive.  [Section 18 / Block 1 / Lot 27]

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to appoint Patricia Walsh to the position of Museum Clerk (formerly Village Museum Administrator) effective as of June 1, 2016, with an annual stipend of $1,600.00.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a refund in the amount of $65.00 to John O’Farrell for switching from boat berth #43 at Main Dock to a smaller berth, #75 at Lewis Pond.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a refund in the amount of $660.00 to Valerie Murray for returning decals for Boat slip #4 at Boynes Canal, which she will not be using.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a refund in the amount of $180.00 to Jeffrey Weir for switching from boat berth #8 at Southeast Lewis Pond to #24 at Boynes Canal.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to the residents of Edward Avenue to hold a Block Party on Sunday, May 29th, 2016, from 2:00 p.m. to 11:00 p.m., with a rain date of June 5th, 2016.  The street will be blocked between Virginia Road and Robbins Avenue / Shore Road, subject to parking restrictions for emergency purposes.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the changes on the attached Assessor Petition for 15 Bulger Street. [Section 8 / Block 2 / Lot 48]

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the attached Stormwater Management MS4 Report for the period ending March 9, 2016.

Mayor Scordino made the following announcements:

A Bid opening is scheduled for Thursday, June 16th, 2016, at 9:30 a.m., for Residential Sidewalks, Curbs, and Aprons.  Bid Specs will be available in the Office of the Village Clerk,

Monday through Friday, between the hours of 9:00 a.m. and 5:00 p.m., beginning June 2nd, 2016. 

The Board of Trustees will hold a Public Hearing on Tuesday, June 14, 2016, to consider the application of Keith Dahmen, principal of Gino’s Pizza, to amend the current Covenants and Restrictions for Gino’s Pizza, 258 Deer Park Avenue.  Copy of application and plans will be available in the Office of the Village Clerk, Monday through Friday, between the hours of 10:00am and 4:00pm.  All interested parties should appear and they will be given an opportunity to be heard.

Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Monday, May 30th, 2016, in observance of the Memorial Day Holiday.  Residents should not put rubbish or recycling out to the curb on holidays.  These items should be put out the following week on your regularly scheduled rubbish / recycling day.

The meeting was opened to the public;

The following residents approached the Board regarding safety and quality of life issues along Fire Island Avenue, by the Village Pool and Municipal Dock, due to out-of-control behavior.  Some suggestions for improvement included adding speed bumps, speed camera, flashing speed signs, closing the pool gate and/or allowing entry with permit only, reduce the speed limit in area, more frequent presence of Code Enforcement, etc.

Anthony Bottan, 36 Waterman Street, approached the Board regarding damages to his property caused by work of National Grid
