A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, April 29, 2014.  On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the meeting opened at 4:15p.m. On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the meeting adjourned at 5:00p.m.

Regular meeting of the Board of Trustees opened at 8:03p.m.

The Pledge of Allegiance was lead by Trustee Muldowney.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the April 22, 2014 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to issue refunds in the amount of $25 to each of the applicants listed below for the return of one (1) ZBA sign for partial refund:

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to grant the request of Babylon Little League to close off Locust Avenue to traffic from North Carll Avenue to the Locust Avenue Municipal Lot on Saturday, June 7th, 2014, from 12:30 to 3:00 pm, in order to celebrate the 75th Anniversary of Little League.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED that CHRISTOPHER CULLEN be re-appointed as CUSTODIAN OF THE CLOCK for one year at a salary of $2,000.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED that the attached be placed as liens on the 2014-2015 Tax Roll.

Trustee Davida announced that this weekend begins swim lesson and pool registration.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to accept the resignation of William Thiel, Jr. as a Parks Laborer, effective May 10, 2014.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to St. Joseph Parish to maintain a temporary sign, approximately 8’x4’, on the front lawn of the Parish Center located at 39 North Carll Avenue, to advertise their Vacation Bible School which will be held August 11th – August 15th, 2014.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED that ALICE ZARUKA be re-appointed as VILLAGE HISTORIAN for one year at a salary of $1,200.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED that the following bands perform at our Summer Concert Program:

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that JAMES GOWAN be re-appointed as SPECIAL COUNSEL FOR TAX AND CERTIORARI PROCEEDINGS for one year at a rate of $175. per hour.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to St. Joseph Parish to maintain temporary signs as follows:

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the resignation of Richard Mention as a Sanitation Laborer, effective May 4, 2014.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to engage Express Employment Professionals to supply an employee for the position of bookkeeper / clerk for the Treasurer’s office as needed, not to exceed an average of 17 hours per week at a rate of $20.53 per hour as of March 4, 2014.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to Niall Crowe to maintain a 2ft. x 8ft. temporary sign on the building located at 262 Deer Park Avenue from May 15th to June 15th, 2014, to advertise the opening of The Villager.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to Suffolk Marine to use the Village Municipal Dock from the afternoon of Saturday, June 7th through the evening of Sunday, June 8th for their Striped Bass Tournament to be held on Sunday, June 8th, 2014.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue refund in the amount of $585.00 to Diane Aquino, as she will be subletting her slip #12 at East Creek for the 2014 season.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue refund in the amount of $110.00 to Charles H. Carroll, Jr., as he moved from his boat berth on Lewis Pond to a smaller slip on Boynes Canal for the 2014 season.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue refund in the amount of $90.00 to Denise Randazzo, as she moved from a 13’ slip (#1109) to an 11’ slip (#1036) at Argyle Basin.

Trustee Muldowney reported that the Lewis Pond project is approximately 99% complete and many boats are in their slips; the remaining issues to be corrected are being addressed.

Mayor Scordino made the following announcements:

A Bid Opening is scheduled for Thursday, June 5, 2014, at 9:30am, for the Village of Babylon Tennis Court Surfacing and Equipment Installation.  Drawings and specifications may be examined and obtained in the Village Clerk’s Office on and after May 22, 2014, between the hours of 9:00 am and 4:00 pm daily except Saturdays, Sundays, and Holidays.

Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Monday, May 26, 2014, in observance of the Memorial Day Holiday.  Residents should not put rubbish or recycling out to the curb on holidays.  These items should be put out the following week on your regular scheduled rubbish / recycling day.

The Memorial Day Parade will be held on Monday, May 26th, at 11:00 am.

Meeting was opened to the public; No one addressed the Board.
