A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, March 19, 2013.  On the motion of Trustee Davida, seconded by Trustee Muldowney, and unanimously carried, the meeting was opened at 4:34 p.m.  On the motion of Trustee Basile, seconded by Trustee Muldowney, and unanimously carried, the meeting was adjourned at 5:31 p.m.

A work session was held by the Board of Trustees of the Village of Babylon on Wednesday, March 20, 2013.  On the motion of Trustee Muldowney, seconded by Trustee Amelia, and unanimously carried, the meeting was opened at 4:05 p.m.  On the motion of Trustee Muldowney, seconded by Trustee Davida, and unanimously carried, the meeting was adjourned at 4:12 p.m.

Regular meeting of the Board of Trustees opened at 8:55 p.m.

The Pledge of Allegiance was lead by Trustee Muldowney 

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the March 12, 2013 regular Board meeting and dispense with the reading of the same.

The Deputy Village Clerk read the letter from the Fire Department:

At the regular monthly meeting of the Fire Council held March 19, 2013, the Fire Council took the following actions and we await your approval:

  1. Placed Barbara Maier of the Argyle Hose on sick leave as of March 12, 2013.
  2. Added Kelly Hartill on the Driver’s List of Unit 1-2-10.
  3. Added Richard Santos on the Driver’s List of Unit 1-2-10.
  4. Added Kevin Kelland on the Driver’s List of Unit 1-2-10.
  5. Took Christopher Bradley of the Phoenix Hose off sick leave as of February 26, 2013.
  6. Accepted Robert Morrison as a Probationary Member of the Argyle Hose.
  7. Accepted Kristen Dugan as a Probationary FFE of the Rescue Squad.
  8. Accepted Aaron Perkins as a Probationary FFE of the Rescue Squad.
  9. Approved the transfer of FFE Ann Marie DeMayo from the Rescue Squad to the Phoenix Hose as a Probationary Firefighter.
  10.  Accepted, with regret, the resignation of Barbara Gombert-McKenna.

On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the American Legion, Babylon Post #94, to hold the annual Memorial Day parade on Monday, May 27, 2013.  The parade will start at 11:00 a.m. at Foster Blvd. and Deer Park Ave. The parade will proceed south on Deer Park Ave. to Montauk Highway, then west to the gazebo where the annual Memorial Day ceremony will be held. 

On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to Babylon Village Arts Council to use the Conklin House, barn, and grounds on July 13, 2013, for an afternoon of free art experiences from 1:00 pm to 4:00 pm, followed by the sixth annual Summer Concert from 5:00 PM to 9:30 PM.

On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, it was

 

RESOLVED to approve the following warrant for March 26, 2013

General Account:

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, it was

 

RESOLVED to grant permission to the Babylon Village Chamber of Commerce to hold the following events:

 

            Spring Fling – Arts & Music Festival and Sidewalk Sale

            Friday, Saturday & Sunday – May 31 & June 1 & 2

            Friday & Saturday: 10 a.m. to 7 p.m.

            Sunday: Noon - 5 p.m.

            (Rain dates June 7, 8 & 9)

 

            Fall Harvest Street Fair

            Saturday, October 19, 10 a.m.–6 p.m.

            (Rain date – October 26)

 

            Old Fashioned Village Christmas

            Friday, December 6, 5 p.m.–9 p.m.

            (Rain date – December 13)

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, it was

 

RESOLVED to issue a refund in the amount of $25.00 to Patrick Chatterton, for the return of one (1) ZBA sign for partial refund.

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, it was

 

RESOLVED to approve the filing of an application for State funding for the S. T. O. P. program.

BOND RESOLUTION OF THE VILLAGE OF BABYLON, NEW YORK, adopted March 26, 2013, authorizing the acquisition of four parking meter pay stations, stating the estimated maximum cost thereof is $70,000, appropriating said amount for such purpose, and authorizing the issuance of $70,000 serial bonds of said Village to finance and appropriation.

Mayor Scordino made the following announcements:

The Budget for the 2013-2014 fiscal year was received by the Village Clerk from the    

Village Treasurer on March 20, 2013, and has been presented to the Board by the Village Clerk.

 

The Board of Trustees of the Village of Babylon will hold a Public Hearing on Monday,  

April 1, 2013, at 7:00 p.m., to take and hear comments relating to the tentative budget for the fiscal year 2013-2014.

 

Immediately following the Budget Hearing, the Annual Organization Meeting will be held.

 

The Board of Trustees will hold a Public Hearing on Tuesday, April 9th, 2013, at 7:00 p.m.,  to consider the application of Luciano P. DiRico, Principal of Tenad LLC, to operate a restaurant at One West Main Street, Babylon, NY, currently know as Tidewater Grill and Tavern.

A Bid Opening is scheduled for Thursday, April 11, 2013, at 9:30 a.m., for Plastic Bags.  Specifications are available in the office of the Village Clerk.

The Village of Babylon Offices will close at 12:00 noon on Friday, March 29, 2013, in observance of Good Friday.

The Babylon Little League Parade will be held on Saturday, April 6th, 2013.
