A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, March 18, 2014.  On the motion of Trustee Basile, seconded by Trustee Amelia and unanimously carried, the meeting opened at 4:05p.m. On the motion of Trustee Amelia, seconded by Trustee Basile and unanimously carried, the meeting adjourned at 5:15p.m.

Regular meeting of the Board of Trustees opened at 8:04 p.m.

The Pledge of Allegiance was lead by Trustee Amelia.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the March 11, 2014 regular meeting of the Board of Trustees and dispense with reading of the same.

The Deputy Village Clerk read the letter from the Fire Council dated March 24, 2014:

At the regular monthly meeting of the Fire Council held March 18, 2014, the Fire Council took the following actions and we await your approval:

Took the following off sick leave with medical clearance:    Electric Hose- John Capizzi, as of March 5, 2014

Accepted as an Active Member following completion of Probationary Period:   Sumpwams Hose- James Meurlin

Accepted as an Active Member, rejoining the Department:  Hook & Ladder- William Tillinghast Jr.

On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to increase the salary of Sanitation Laborer Ernest Johnson .50 cents per hour effective March 10, 2014.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue pro-rated refund in the amount of $210 to Shaheda Shaheen for returning Reserved Parking Decal #461.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to reduce the assessments on the 2014/15 Tax Roll as per the attached Assessor’s Petition.

Trustee Amelia commented that applications for summer employment are still being accepted.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Babylon Junior-Senior High School to use the South field on Locust Avenue on Friday, April 25th, 2014, to host the 3rd Annual Peter Figoski Memorial Softball Game at 7:00pm, when the Babylon Varsity Softball team will challenge the Stony Brook School.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the resignation of Philip Brown as a Sanitation Laborer effective March 22, 2014.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to hire Matthew Virga as a Highway Laborer with a salary of $8.50 per hour effective March 17, 2014.

Trustee Basile announced that the Conklin House will be hosting a One Man Art Show, featuring the works of Ed Bates, the weekend of April 25th -27th, 2014; Friday from 7:00pm-9:00pm, and Saturday and Sunday from Noon to 4:00pm.

Trustee Basile also reported that the recent Beer Tasting Event at the Conklin House was well attended.

Mayor Scordino commended Trustee Basile for all her efforts and success in making the Conklin House a focal point of the Village.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to grant permission to St. Paul’s Reformed Church to hold a dawn worship service at the Argyle Park Gazebo on Easter Sunday, April 20th, 2014, at 6:00am.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to hire William Fisher as a Highway Laborer with an annual salary of $20,800 effective as of March 10, 2014.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to approve the following warrant for March 25, 2014:

Trustee Davida commented that applications are still being accepted for new hire and re-hire positions at the pool.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED that Jeannine Finelli receive the customary $1000 salary increase, as she has completed her 6 month probationary period as of March 23, 2014.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire Kelly Brouillard at a rate of $20.00 per hour, not to exceed 10 hours per week, for Building Department inspections for a period of six months beginning March 3, 2014.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to the Babylon Tuna Club to hold their Annual Tuna Tournament at the Babylon Village Docks from August 8th to August 10th, 2014.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to Jen Price of the Help/Hope/Live Organization to  maintain temporary signs at various merchants in the Village from March 26th to April 26th, 2014, to advertise their fundraiser on April 26th.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED TO RE-HIRE THE FOLLOWING AS PART TIME STARTERS AT THE GOLF COURSE EFFECTIVE MARCH 20, 2014;

 Trustee Muldowney reported that the Golf Course officially opened Friday, March 21st, 2014.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to deny the application for a license to drive a taxi cab in the Village of Babylon.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to terminate Village of Babylon Taxi Driver License #1616, for accumulating thirteen (13) parking violations, amounting to approximately $2,475, and for failure to respond for the past seven months.  * (To be reversed)

Mayor Scordino made the following announcements:

The Budget for the 2014-2015 fiscal Year was received by the Village Clerk from the Village Treasurer on March 20, 2014, and has been presented to the Board by the Village Clerk.

Please take notice that the Annual Budget Hearing will be held on Monday, April 7, 2014, at 7:00 pm, where comments relating to the tentative budget will be heard.

Immediately following the Budget Hearing, the Annual Organizational Meeting will be held.

The Board of Trustees will hold a Public Hearing on Tuesday, April 8th, 2014, at 7:00pm to consider the application of Niall Crowe, 345 Deer Park Avenue, Babylon, NY to open a Craft Beer Pub at 262 Deer Park Avenue, currently known as Joe Michael’s.

Meeting was opened to the public; the following residents addressed the Board:
