A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, March 22nd, 2016.  On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried, the meeting opened at 7:20 p.m.  On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, the meeting adjourned at 7:55 p.m.

Regular meeting of the Board of Trustees opened at 8:00 p.m.

The Pledge of Allegiance was lead by Trustee Muldowney.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the March 8th, 2016, regular meeting of the Board of Trustees and dispense with the reading of the same.

The Deputy Clerk read the letter from the Fire Department dated March 16, 2016:

At the regular monthly meeting of the Fire Council held March 15, 2016, the Fire Council took the following actions and we await your approval:

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to increase the annual salary of Adam Ciabattari $1,000.00, effective March 8, 2016, having completed his six month probationary period.

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to deny permission to Del Fuego Restaurant to maintain a temporary sign on the building located at 117 Deer Park Avenue.

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to remove the exemption on the 2016/17 Tax Roll as per the attached Assessor’s Petition.

[Section 3 /Block 2 /Lot 128; (173 Siegel Blvd.); Eligible Fund Exemption A/V 5000]

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to increase the fee to utilize the Village Gazebo to $150.00, with an additional $50.00 Photographer fee to take wedding photographs in Argyle Park, effective May 1, 2016.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to St. Joseph’s Church to maintain two temporary signs, up to 4’x8’, on the front lawn of the Church at 39 North Carll Ave., and in front of the Rectory at 40 Grove Place, to advertise the 11th Annual Golf Outing at Southward Ho Country Club.  This permission is granted from April 1st through May 15th, 2016.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to increase the annual salary of John McArdle $1,000.00, effective March 8, 2016, having completed his six month probationary period.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to the Babylon Community Scholarship Fund to maintain temporary signs at various merchants in the Village from April 3rd to May 3rd, 2016, to advertise their 51st Annual Fashion Show / Dinner.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire Arta Wintjen as a temporary consultant to ease the backlog in the Treasurer’s Office.  Her rate of pay will be $27.00 per hour and she will work between 5 to 9 hours per week.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to approve the following warrant for March 22, 2016:

General Account:                      $ 232,997.68

TOTAL GENERAL FUND:     $ 232,997.68

TRUST FUND:                          $        480.39

Trustee Muldowney announced that the Golf Course is now open for play.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant a license to the following applicant to drive a taxi cab for Lindy’s Taxi in the Village of Babylon:

Mayor Scordino made the following announcements:

        The Budget for the 2016-2017 Fiscal Year was received by the Village Clerk from the Village Treasurer on March 21, 2016, and has been presented to the Board by the Village Clerk.  Please Take Notice:  The Annual Budget Hearing will be held on Monday April 4, 2016 at 7:00 pm where comments relating to the tentative budget will be heard.  Immediately following the Budget Hearing, the annual Organizational Meeting will be held.

–     The Board of Trustees will hold Public Hearings on Tuesday, April 12th, 2016, at 7:00 p.m. to consider the adoption of the following Local Laws of 2016:

Local Law #5 of 2016, to amend Chapter 215 of Village Code pertaining to permits required for Professional photos at Argyle Park.

Local Law #6 of 2016, to amend Chapters 252, 256, 261, & 343 of Village Code pertaining to Penalties for offenses.

–     Village of Babylon Offices will close at 12:00 Noon on Friday, March 25th, 2016, in observance of Good Friday.

The Mayor also commended Treasurer Valerie Fronzo and her staff for the fantastic job putting together the tentative budget; for the second year in a row, the tentative budget has no increase in the tax rate.

The meeting was opened to the public;
