A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, March 12, 2019.  On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 7:16 p.m.  On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, the work session ended at 7:32 pm.  On the motion of Trustee Silvestri, seconded by Trustee Adams and unanimously carried, the Board entered into Executive Session at 7:32 p.m. to discuss sensitive properties.  On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the Executive Session closed at 7:55 p.m. and the meeting adjourned.

Regular meeting of the Board of Trustees opened at 8:01 p.m.

The Pledge of Allegiance was led by Trustee Silvestri.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the February 26th, 2019 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Breast Cancer Coalition to maintain temporary signs at various merchants in the Village from April 1st to May 16th, 2019, to advertise the Chefs for a Cause fundraiser at the Piermont on May 15th.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to the Great South Bay Amateur Radio Club, in conjunction with the Long Island CW Amateur Radio Club and the Marconi Lodge of the Sons of Italy, to set up at least three portable amateur radio stations at the Lewis Pond Marina on Saturday, April 27th, 2019, from 6:00 a.m. to 6:00 p.m. This commemoration of the “Birth of American Wireless” will be held within a quarter of a mile of the site where Gugliemo Marconi first communicated with ships at sea and will be held on the anniversary of Marconi’s birth.

This permission is granted contingent upon timely receipt of the required Certificates of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed & notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to issue a refund in the amount of $50.00 to Jason Lee of Long Island Pekin for the return of one Board of Trustees Public Hearing sign for partial refund.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to Babylon Village Daisy Girl Scout Troop #1636 to use the Park Avenue tennis court parking lot (southeast courts) from 11:00 am to 3:00 p.m. on Sunday, March 24th, 2019, to sell Girl Scout cookies.  This permission is granted contingent upon timely receipt of the required Certificates of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed & notarized ‘Hold Harmless’ Agreement.

Trustee Silvestri commented that the winner of the Conklin House Dinner for Eight was James Slack and the Conklin House will host a ‘High Tea’ on April 28th.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to grant permission to St. Paul’s Reformed Church to hold a dawn worship service at the Argyle Park Gazebo on Easter Sunday, April 21, 2019, at 6:30 a.m.

This permission is granted contingent upon timely receipt of the required Certificate of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed & notarized ‘Hold Harmless’ Agreement.

RESOLVED to issue a refund to Herman Katz Cangemi & Clyne LLP in the amount of $5,000.00 for the Tax Years 2012/13 through 2017/18, as per the attached Order & Judgement for settlement on behalf of Tamarac Associates, owners of the property located at 140-170 Deer Park Avenue, Babylon.                                            [Section 010 / Block 01 / Lot 029]

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried,

WHEREAS a Public Hearing was held on Tuesday, March 12, 2019,

BE IT HEREBY RESOLVED to approve the application of Luisa Olivera, of NZ-GREI, to open a Bakery at 134 North Carll Avenue, pursuant to Article 365-30 of the Code of the Village of Babylon.  The business operations shall be as presented at the Public Hearing.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to hold a Bid Opening at 9:30 a.m. on Thursday, March 21, 2019, for the Municipal Pool Resurfacing.  Bid Specs are available in the Office of the Village Clerk, between the hours of 9:00 a.m. and 5:00 p.m., Monday through Friday.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to schedule a Public Hearing to be held at 7:00 p.m. on Tuesday, April 9, 2019 to consider the adoption of Local Law #5 of 2019, amending Chapter 343 of the Village Code pertaining to Uninspected and Unregistered vehicles.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to schedule the Annual Budget Hearing to be held on Monday, April 1, 2019, at 7:00 p.m. where comments relating to the tentative budget will be heard.  Immediately following the Budget Hearing, the annual Organizational Meeting will be held.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant a license to the following applicants to drive a taxi cab for Lindy’s Taxi in the Village of Babylon:     Jashon Rogers
