A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, March 5, 2013.  On the motion of Trustee Muldowney, seconded by Trustee Basile, and unanimously carried, the meeting was opened at 4:36 p.m.  On the motion of Trustee Davida, seconded by Trustee Amelia, and unanimously carried, the meeting was adjourned at 5:30 p.m.

REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF BABYLON WAS HELD IN THE BOARDROOM 153 WEST MAIN STREET BABYLON, NEW YORK ON TUESDAY, March 12, 2013

Regular meeting of the Board of Trustees opened at 8:01 p.m.

The Pledge of Allegiance was lead by Trustee Amelia

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the February 26, 2013 regular Board meeting and dispense with the reading of the same.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Babylon Seventh Day Adventist Church to open a food pantry one day a week, between the hours of 4:00 p.m. and 7:00 p.m.

Trustee Basile announced that the Conklin House will be open for historic tours on Saturday, March 23, 2013, between the hours of 2:00 p.m. and 4:00 p.m.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to approve the following warrant for March 12, 2013:

General Account:

 $ 152,155.53

Conklin House Account:

           132.00

Golf Course Account:

        2,340.22

Total General Fund:

 $ 154,627.75

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue refund in the amount of $5.00 to Dr. David Scharf, for overpayment of boat berth #98 at Lewis Pond.

Trustee Muldowney announced the successful opening of the golf course yesterday, March 11, 2013.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to remove the following exemption, and restore full assessment to

Section 6  Block 2  Lot 54

32 STRONG AVE- formerly owned by Donald and Geraldine Lackner, an Alternative Veterans Exemption with an assessed value of 300 and bill the new owners,

Karl Lackner and Evan Lackner

$28.93- which is for 263 days @ .11¢ per day for the 2012-2013 tax year

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to remove the following exemption, and restore full assessment to

Section 2  Block 1  Lot 102.2

152 CADMAN AVENUE- formerly owned by Ralph and Margorie Scordino, an Eligible Fund Veterans Exemption with an assessed value of 1250 and bill the new owners,

Jordan Strump and Zoe Chiam

$64.35- which is for 143 days @ .45¢ per day for the 2012-2013 tax year

Trustee Davida announced that reconstruction and repairs at the Village pool began this morning.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to accept the resignation of John Aziz as a part time laborer effective February 19, 2013.

Trustee Amelia announced that applications for summer employment will be available at Village Hall until April 12, 2013.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant Michael A. Colon a license to drive a taxi for Sunset Taxi in the Village of Babylon.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant Xavier Nealy a license to drive a taxi for Sunset Taxi in the Village of Babylon.

On the motion of Mayor Scordino, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to rescind the contract awarded to ABS Pump Repair, Inc. on February 12, 2013, for the pool pump replacement project, as they were unresponsive, and therefore  BE IT RESOLVED to enter into contract with L&M Specialty Co., Inc. with a proposed price of $ 13,900.00.

Mayor Scordino made the following announcements:

The Board of Trustees will hold a Public Hearing on Tuesday, March 26, 2013 at 7:00 p.m. to consider the application of the Long Island Yacht Club to replace two structures damaged by hurricane Sandy with one structure.  The new structure will not exceed the total square footage of the two previous structures.

Village of Babylon Offices will close at 12:00 Noon on Friday, March 29, 2013, in observance of Good Friday.

Meeting opened to the Public:

Mr. Frank Curtin, 420 Fire Island Avenue, asked about the placement of the new structure at the Long Island Yacht Club, as well as the location of the circulation pumps at the Village pool that were damaged by the storm.

John Boniberger, 560 Fire Island Avenue, questioned whether there are any plans to close the breech to help the flooding situation.

Donna Henry, 36 Willow Street, inquired if the Village could do anything to help with the flooding in addition to closing the breech, expressed concern over the storm drains pooling immediately with heavy rains, and asked if the Village has considered raising the bulkheads.

Mayor Scordino asked everyone to vote Tuesday, March 19th, 2013 in the Village Election.
