A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, June 26, 2018.  On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 7:19p.m.

On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the Board entered into Executive Session at 7:20 p.m. to discuss sensitive properties.

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the Board returned to public session at 7:40 p.m.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, the meeting adjourned at 8:01p.m.

Regular meeting of the Board of Trustees opened at 8:05 p.m.

The Pledge of Allegiance was led by Trustee Basile.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the June 12, 2018, regular meeting of the Board of Trustees and dispense with the reading of the same.

The Deputy Clerk read the letter from the Fire Department dated June 20, 2018:

At the regular monthly meeting of the Fire Council held June 19, 2018, the Fire Council took the following actions and we await your approval:

Placed on Sick Leave:

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Lions Club to maintain temporary signs at various merchants in the Village from June 27th through July 27th, 2018 advertising the 6th Annual Babylon Lions Summer Barbeque to Fight Hunger, to be held on July 27th at the Village Pool.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED that the Village of Babylon change its dental insurance carrier, for its non-union Village employees, from Lincoln Financial Group to Ameritas Dental Insurance, effective July 1, 2018.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED that the Village of Babylon change its life insurance carrier, for its employees, from Lincoln Financial Group to Anthem Insurance Co., effective July 1, 2018.

Trustee Adams announced that the Summer Concert Series begins this Friday, June 29, 2018, with SoundTrac.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to re-hire Frank Gezzi as a part-time parks laborer with a salary of $10.50 per hour effective May 23, 2018.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to Lou Maurio of Mindfulness Training & Hypnosis to maintain a 2’x 3’ temporary sign on the building located at 206 East Main Street advertising:  Hypnosis – Stop Smoking, Lose Weight.  This permission is granted to September 30th, 2018.  

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to schedule a Public Hearing to be held at 7:00 p.m. on Tuesday, July 10, 2018, to consider the application of Margaret Drew, President of MADD Bartini, Inc. to maintain the business at 124 North Carll Avenue, currently known as Bartini.

Trustee Davida commented that the Pool is open and running great so far. He emphasized the policy forbidding Alcoholic Beverages from being brought into the pool facility.  This policy is being strictly enforced and cooler checks are being done at the entrance gate.  He asked all to cooperate with this policy.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the following warrant for June 26, 2018:

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the residents of Roosevelt Street to hold a Block Party on Saturday, July 28th, 2018, from 12:00 Noon to 11:00 p.m., with a rain date of Sunday, July 29th. The street will be blocked between Deer Park Ave. and Siegel Blvd., with a barricade at Cleveland Street, subject to parking restrictions for emergency purposes.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to appoint Jean Marie Parker as Assistant to the Village Clerk effective June 25, 2018 with an annual salary of $55,000.

Trustee Basile announced that the Conklin House will be hosting the Beer & Barbeque Event on Sunday July 22, 2018, from 1:00 p.m. to 5:00 p.m.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire Kathleen McLean as a part-time clerk-typist in the building department with a salary of $10.50 per hour effective June 18, 2018.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED that the Open Container Section of the Village Code, Chapter 256, is hereby waived for the Annual Country Fair to be held on September 9th, 2018, with a rain date of September 16th, 2018.  This pertains to the Gazebo area of Argyle Park.

Trustee Muldowney commented that the Jr. PGA Golf Tournament was held yesterday; an eleven-yr. old boy from Westbury shot a 26.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried,

WHEREAS A Public Hearing was held on Tuesday, June 26, 2018,

BE IT HEREBY ENACTED that the following Local Law, proposed as Local Law #3 of 2018, is HEREBY ADOPTED as:

Local Law 3 of 2018, amending Chapter 365, Article VI, adding Section 365.31.1,

Charges for Consultant Services Established.

Mayor Scordino made the following announcements:

Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Wednesday, July 4th, 2018, in observance of the Independence Day Holiday.  Residents should not put rubbish or recycling out to the curb on holidays.

The Village of Babylon held a trivia contest and the Village Facebook page has achieved 10,000 ‘likes’.  The contest winner was Amy Joanne, leader of Daisy Troop 1636.  She most closely guessed the correct number of steps on the Argyle Fish Ladder and was presented with the prize of four (4) tickets to a Ducks game.

The meeting was opened to the public;

Keith Curtin, 420 Fire Island Avenue, expressed concern over the proposed outdoor barn at Fire Island Avenue for the storage of 15 boats.

Lisa Magro, 6 Salt Meadow Road, (Board Member of the Bridgeview Community), expressed her concerns and requested to see plans for the property on Fire Island Avenue, including Height levels, appearance, traffic studies, etc.; she questioned the zoning and emphasized that the Bridgeview Community is opposed to the proposed use.

Frank Curtin, 420 Fire Island Avenue, inquired about the resolutions for Local Law 3 of 2018 and the Insurance Policies.

Dennis Ude, 57 Mason Avenue, expressed concern and emphasized the safety concerns due to the construction fencing that is blocking the sidewalk at Mansfield Rd. and West Main Street.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, the
