A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, June 25, 2019.  On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, the meeting opened at 8:30 p.m. On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting adjourned at 8:37 p.m.

Regular meeting of the Board of Trustees opened at 8:37 p.m.

The Pledge of Allegiance was led by Trustee Silvestri.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the June 11th, 2019 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated June 22, 2019:

At the regular monthly meeting of the Fire Council held June 18, 2019, the Fire Council took the following actions and we await your approval:

            Placed on Sick Leave:

                        Richard Oehrlein effective June 6, 2019.

            Placed on Disability Leave:

                        Regina Anderson effective June 18, 2019.

            Accepted Resignations:

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to hire the following Directors with regard to the 2019 Summer Recreation Program:

            GYMNASTICS:                Heather Falconer     $15.00 per hour

            BASKETBALL:                Stephen Ippolito       $15.00 per hour

            TENNIS:                           Gerard Gravina         $15.00 per hour

            SCIENCE FRIDAYS:      Paige Bzdyk               $10.00 per hour

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue a refund in the amount of $183.94 to PC Law Associates, LLC, for overpayment of 2019/20 taxes on the property located at 114 Midway Street.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED that the Open Container Section of the Village Code, Chapter 256, is hereby waived for the Annual Country Fair to be held on September 8th, 2019, with a rain date of September 15th, 2019.  This pertains to the Gazebo area of Argyle Park.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Women’s Club to maintain temporary signs at various merchants in the Village from June 15th through July 18, 2019, to advertise their Midsummer Night’s Soiree to be held at the Piermont on July 17th.

Trustee Adams commented that Thursday is the first ‘Movie Night’ at the Gazebo (Ice Age), Friday night is the first summer concert at the Gazebo and Summer Recreation programs start Monday.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to hire the following:   Julia Devoti, Swim Team Coach ($500/season)

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to hire the following employees with regard to the Pool for the 2019 Season:

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to the residents of East Shore Drive to hold a Block Party on Saturday, August 10, 2019, from 12:00 Noon to 11:00 p.m., with a rain date of Saturday, August 17th. The street will be blocked between Little East Neck Road South and East Shore Drive, subject to parking restrictions for emergency purposes.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to issue a refund in the amount of $29.86 to Litt Law Group, LLC as per the attached court-ordered settlement for the Tax Year(s) and parcel listed.

Trustee Davida commented that the pool was open last weekend and will officially open for the season this Friday.  Swim lessons start on Monday.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Babylon Lions Club to maintain temporary signs at various merchants in the Village from June 25th through July 26th, 2019, to advertise their Summer Barbeque to Fight Hunger to be held at the Village Pool on July 26th.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Greater Long Island Running Club to stage their 10K Suffolk Training Run on Thursday, July 25th, 2019 at 6:30 p.m., meeting at the Tennis Courts and proceeding on the Southard’s Pond Trail.  This permission is granted contingent upon timely receipt of the required Certificates of Insurance with the Village of Babylon listed as an ‘Additional Insured’, as well as a signed & notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to issue a refund in the amount of $223.95 to William J. Feeney, for overpayment of 2019/20 Taxes for the property located at 117 Lucinda Drive.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Chamber of Commerce to amend the dates of their 2019 Block Parties (original resolution dated February 12, 2019) and to add a back-up rain date.  Block Party dates will be as follows:

            Thursday, July 18, 2019

            Thursday, August 15, 2019 (Rain date for June 13th Block Party that was cancelled)

            Thursday, August 29, 2019

            Thursday, September 12, 2019 (Back-up Rain date)

These events will be held from 5:00 p.m. to 9:00 p.m. and will involve the following street closures:  Deer Park Avenue from Railroad Avenue to Main Street, and Fire Island Avenue from Main Street to the South entrance of the Carriage House parking lot.

The Chamber shall comply with its submissions to the Board which forms the basis for this approval. This permission is granted contingent upon timely receipt of the required Certificates of Insurance with the Village of Babylon listed as an ‘Additional Insured’, as well as signed & notarized ‘Hold Harmless’ Agreements from the Chamber of Commerce and any vendors that participate. 

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to issue a refund in the amount of $149.30 to Forchelli Deegan Terrana LLP as per the attached court-ordered settlement for the Tax Year and parcel listed.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to grant permission to the residents of East Harrison Avenue to hold a Block Party on Saturday, August 10, 2019, from 12:00 Noon to 11:00 p.m., with a rain date of Saturday, August 17th. The street will be blocked between Little East Neck Road South and East Harrison Avenue, subject to parking restrictions for emergency purposes.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to grant permission to Keely Harris of the G6PD Deficiency Foundation to maintain temporary signs at various merchants in the Village from July 3rd through August 3rd, 2019, to advertise the Paddle & Pedal Event to be held in the Village Pool parking lot on Saturday, August 3rd.

Trustee Muldowney commented that the annual Jr. PGA Golf tournament is at the golf course on Monday.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried,

WHEREAS a Bid Opening was held on Thursday, June 13th, 2019, for Residential Sidewalks, Curbs, Curb Gutters, and Aprons,

BE IT HEREBY RESOLVED to award the bid to:

BE IT HEREBY RESOLVED to award the bid to:

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to schedule a Public Hearing to be held at 7:00 p.m. on Tuesday, July 9th, 2019, to consider the application of Kristy Furci and Maxine Sterlacci of The Green Fork Babylon, LLC, to open a take-out Salad Bar restaurant in the rear first floor retail space of the building located at 101 Deer Park Avenue.  Copy of Application and Plans are available in the Office of the Village Clerk.

Mayor Scordino made the following announcement:

Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Thursday, July 4th, 2019, in observance of the Independence Day Holiday.  Residents should not put rubbish or recycling out to the curb on holidays.

On the motion of Attorney Gerard Glass, seconded by Trustee Muldowney and unanimously carried, the Board returned to the work session at 9:05 p.m.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, the Board entered into Executive Session at 9:10 p.m. to discuss current litigation.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, the Executive Session ended at 9:40 p.m.

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting adjourned at 9:40 p.m.
