A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, June 18, 2013.  On the motion of Trustee Muldowney, seconded by Trustee Basile, and unanimously carried, the meeting was opened at 4:05p.m.  On the motion of Trustee Davida, seconded by Trustee Muldowney, and unanimously carried, the meeting was adjourned at 6:00p.m.

Regular meeting of the Board of Trustees opened at 8:02 p.m.

The Pledge of Allegiance was lead by Trustee Amelia

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the June 11, 2013 regular Board of Trustees meeting and dispense with the reading of the same.

The Deputy Village Clerk read the letter from the Fire Department:

At the regular monthly meeting of the Fire Council held June 18, 2013, the Fire Council took the following actions and we await your approval:

  1. Placed Christopher Bradley of Phoenix Hose on sick leave as of May 23, 2013.
  2. Placed Barbara Maier of the Argyle Hose on sick leave as of May 23, 2013.
  3. Took Robert Dreher of the Sumpwams Hose off sick leave as of May 30, 2013.
  4. Accepted, with regret, the resignation of James Roge of the Fire Patrol as of June 10, 2013.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the Fire Department’s actions as read.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Arts Council to maintain temporary signs from June 26, 2013 to July 20th, 2013, to advertise “Puppets in the Park” at the following locations:  

Play area at Argyle Park, Post Office,  Deer Park Avenue- between Washington and Clinton Streets

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that the Streetlighting contract with the Town of Babylon be renewed for the year June 1, 2013, through May 31, 2014, at the rate of $1,271.04 per month ($15, 252.48 per year).

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED in accordance with the Records Retention and Disposition Schedule MU-1, the following items are to be disposed of:

Tax & Daily Receipts:  6/1/2005-5/31/2007   (Box #’s 861, 870, 940 & 945)

Taxi Driver Licenses, Garage Sale Permits & Crabbing Permits 2001-2006   (Box # 868)

Landscaper Permits 2008-2009   (Box # 960)

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to issue refund in the amount of $99.78 to Stacy McEnaney for overpayment of 2013/14 taxes on:

Section 19,   Block 3,   Lot 16.26

Property address:  11 Saltmeadow Rd., Babylon, NY  11702

Trustee Basile announced that the Conklin House will be hosting Tai chi on Mondays and Thursdays for eight weeks, starting Monday, July 8th, 2013.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue refund in the amount of $715 to James Tasciotti, 19 Greenway South, for boat berth #30 at Lewis Pond, as he gave up his slip.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue refund in the amount of $50 to Richard Viverito, 50 Kingsland Place, as he switched his boat berth at Boynes Canal from #39 to a smaller berth, #19.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to the Babylon Tuna Club to use the Village Docks on Saturday, August 24th, 2013 to host the Annual Snapper Derby.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to the Babylon Tuna Club to use the Village Docks on Friday, August 16th, 2013 to host the Babylon Tuna Club Youth Day.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED that pursuant to General Municipal Law 53, the Village of Babylon hereby designates Patricia C. Carley, Village Clerk, to receive Notice of Claims which are originally filed with the Secretary of State.  The required Certificate of Designation will be filed with the Secretary of State no later than July 15, 2013.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to grant permission to the residents of Bacon Lane to hold a Block Party on Saturday, August 17th, 2013, from 12:00p.m. to 11:00p.m., with a rain date of Sunday, August 18th, 2013.  The street will be blocked between East Gate and Nehring Avenue, subject to parking restrictions for emergency purposes.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to grant permission to the Babylon United Methodist Church to maintain a temporary sign (58” x 34.8”) on the fence located at Deer Park Avenue and James Street, from July 1, 2013 to August 11, 2013, to advertise their Vacation Bible Camp.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Arts Council to maintain temporary signs from June 26, 2013 to July 13th, 2013, to advertise “A Summer Night of Music” at the following locations:  Conklin House,Post Office, Deer Park Avenue (by Church between Washington and Clinton Streets), Park Avenue and Rt. 109

Trustee Davida reported on the delay in the pool opening due to difficulties with the contractor getting the railings around the pool; The opening scheduled for July 6th  will be for the kiddie pool, concession stand, and playground area.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to adopt the attached Covenants and Restrictions for Fire Island Shaved Ice Inc., 450 Fire Island Avenue,  Section 19, Block 3, Lots 32, 33, and 34.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to Babylon Carriage House to maintain a temporary sign for 2 more months, until the end of August, 2013, to advertise their Lobster Bake.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to St. Joseph Church, 39 North Carll Avenue, to maintain a temporary sign (4’H x 8’L) from June 24, 2013 to August 9, 2013, to advertise their Vacation Bible School.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to approve the following warrant for June 25, 2013:

Trustee Amelia announced that the Summer Concert Series begins Friday, July 5, 2013, with the Joel Sikowitz Orchestra, and that the Summer Recreation Program is ongoing.

Mayor Scordino made the following announcements:

The Board of Trustees will hold a Public Hearing at 153 W. Main Street on Tuesday, July 9th, 2013, at 7:00 p.m., to consider the application of Garrison Gross, Principal of The King of Cupcakes.com Inc., 223 Myrtle Avenue, West Islip, NY, to expand his business, A.G.’s Cupcakery, 14A Railroad Avenue, Babylon, NY.

Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Thursday, July 4, 2013 in observance of the Independence Day Holiday.

Just a reminder that residents cannot put rubbish or recycling out to the curb on holidays.  These items should be put out the following week on your regular scheduled rubbish/recycling day.
