A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, June 11, 2019.  On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, the meeting opened at 7:36 p.m.  On the motion of Trustee Davida, seconded by Trustee Silvestri and unanimously carried, the Board entered into Executive Session at 7:53 p.m. to discuss sensitive properties.  On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the Executive Session ended at 8:05 and the meeting adjourned.

Regular meeting of the Board of Trustees opened at 8:08 p.m.

The Pledge of Allegiance was led by Trustee Muldowney.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the May 28th, 2019 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to amend the resolution dated May 14, 2019, and grant permission to the Babylon Public Library to hold pop-up story times at 10:00 a.m. on Thursdays June 27th, July 11th, July 25th, and August 1st, 2019, at the locations listed:

            Village Gazebo, Greenhouse, Park Avenue playground, Village Pool

ALSO RESOLVED to amend the resolution dated May 14, 2019, and grant permission to the Babylon Public Library to hold the annual “Touch a Truck” program on Saturday, October 26th, 2019 between 1:00 p.m. and 3:00 p.m. in the Babylon Library parking lot.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to accept the restricted donation of $200,000 for the restoration of the Argyle Falls from an anonymous donor.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to issue a refund in the amount of $700.00 to Robert Rago Sr. for boat slip #16 at Argyle, which will be sublet for the 2019 season.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to issue a refund in the amount of $50.00 to Peter Smaldone for Planning Board application fee.  Applicant withdrew his application prior to the hearing date.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to issue refunds in the amounts indicated below to each of the applicants listed for the return of ZBA sign(s) for partial refund:

Trustee Davida reported that the first phase of the work at the pool is progressing; the pool will open on schedule the weekend of June 22nd, then it will close and re-open for the season on June 28th.  Late swim lesson registration will be held at the pool on June 22nd from 9:00 AM to Noon.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to dispose of the following records as per the New York State archives records retention schedule MU-1:  Warrant vouchers dated June 1, 2012 through May 31, 2013

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to authorize the Village to assess an administrative charge of no less than $200.00 to the tax bill of a property owner when the premises is deemed to be a nuisance property and a public cleanup by the Village is required to abate the nuisance, pursuant to Chapter 237 of the Village Code.

Trustee Silvestri commented that the first Children’s Fancy Tea at the Conklin House was a sold-out event; a fun time was had by all at this successful fundraiser.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to approve the following warrant for June 11th, 2019:

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to accept the attached agreement from Leaders Merchant Services/BBVA Compass for credit card processing at the Golf Course.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to grant the request of Deborah Orlando to retire from the Village of Babylon effective May 31, 2019.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to schedule a Public Hearing to be held at 7:00 p.m. on Tuesday, June 25th, 2019, to consider the application of Christos Paloubis to make renovations to Mulberry Street Restaurant, located at 30 East Main Street, including the addition of a second-floor storage area and expansion into neighboring space.  Copy of Application and Plans will be available in the Office of the Village Clerk beginning June 13th, 2019.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to schedule a Public Hearing to be held at 7:00 p.m. on Tuesday, June 25th, 2019, to consider the adoption of proposed Local Law #6 of 2019, amending current Village Code Chapter 343, Article XI, Section 343-60, Schedule II: Speed Limits, pertaining to certain areas of Frederick Avenue, Livingston Avenue, Cadman Avenue, and Litchfield Avenue.

Complete text of this proposed Local Law will be available beginning June 13th in the Office of the Village Clerk and on the Village website.

Mayor Scordino made the following announcement:

Please be advised that registration for the Summer Recreation Programs will take place in Village Hall on Tuesday, June 18th, Wednesday, June 19th, and Thursday, June 20th, from 9:00a.m. to Noon.

Mayor Scordino welcomed Eric Donohue to present his Eagle Scout project to the Board.  Eric’s Eagle Scout project involved updating all the Architectural Review Board books with current pictures of the signs of all businesses in the Village.  The Board thanked Eric for the hard work and effort that went into this worthwhile project.

Eric thanked the Mayor and Trustee Adams for suggesting this project and for all their guidance.  He further expressed his gratitude; having previously received the Mayor Conroy Scholarship and the Historical Society Scholarship, he felt this fulfilling experience was a great opportunity for him to give back to the Village.
