A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, July 8, 2014.  On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 7:05p.m. On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting adjourned at 8:00p.m.

REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF BABYLON WAS HELD IN THE BOARDROOM, 153 WEST MAIN STREET BABYLON, NEW YORK, ON TUESDAY,

Regular meeting of the Board of Trustees opened at 8:04 p.m.

The Pledge of Allegiance was lead by Trustee Amelia.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimousy carried, it was

RESOLVED to approve the minutes of the June 24, 2014 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue refunds in the amount of $50.00 to each of the applicants listed below for the return of two (2) ZBA signs for partial refund:

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the residents of Bacon Lane to hold a Block Party on Saturday, August 16, 2014, from 12:00 Noon to 11:00 p.m., with a rain date of Sunday, August 17, 2014. The street will be blocked between East Gate and Nehring, subject to parking restrictions for emergency purposes.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried,

WHEREAS a Bid Opening was held on Thursday, July 3, 2014, for the Tennis Court Surfacing and Equipment Installation,

BE IT HEREBY RESOLVED to award the bid to:

Rosemar Contracting Inc.

with a bid amount of $62,500.

Trustee Amelia commented that work on the Tennis Courts is expected to start when the Summer Recreation Program ends and will take a few weeks to complete.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the following warrant for July 8, 2014:

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to dispose of the following records as per the New York State archives Records Retention Schedule MU-1:    Warrant Vouchers dated June 1, 2007 through May 31, 2008

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to issue refund totaling $3,628.74 for duplicate payment of taxes on the following:

Section 21   Block 2   Lot 38.7              122 Midway Str.                      $1,776.67

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to issue refund totaling $2,133.50 for duplicate payment of taxes on the following:

Section 11.1  Block 1    Lot 134           123 Whalers Cove                   $   715.15

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to issue a refund in the amount of $25.00 to Joseph Simone, 63 Midway Street, for the return of Ramp Permit #39.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to increase the salary of Kevin Hebel $1000 annually, effective May 25, 2014, having completed his six month probationary period.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to issue a refund in the amount of $35.00 to Lawrence Blayne for swim lessons for Cassandra Blayne who will not be taking lessons.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED that the Open Container Section of the Village Code, Chapter 256, is hereby waived for the Annual Country Fair to be held on September 7th, 2014, with a rain date of September 14, 2014.  This pertains only to the Gazebo area of Argyle Park.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried,

Pursuant to Section 77-b (c) of the General Municipal Law §77-b, and pursuant to the Resolution of the Board of Trustees at the Annual Meeting held April 7, 2014, authorizing Municipal Officials to attend  meetings, conferences, etc.,

BE IT HEREBY RESOLVED to authorize Judge John T. Rafter to attend the New York State Magistrates Conference to be held from September 21st to September 24th, 2014.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire LaQuan Wise as a sanitation laborer with a salary of $8.00 per hour, effective June 24, 2014.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to increase the salaries of Robert Adam, Thomas Roman and Mary Lou Assante $1.00 per hour effective June 29, 2014.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Arts Council to maintain temporary signs from June 30 – July 13, 2014, at the three entrances into the Village to advertise the “Puppets in the Park”.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Arts Council to maintain temporary signs from June 30 – July 13, 2014, at the three entrances into the Village and at the Conklin House, to advertise the free Summer Concert at the Conklin House.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried,

WHEREAS a Bid Opening was held on Thursday, July 3, 2014, for the Shore Road Pier Replacement,

BE IT HEREBY RESOLVED to award the bid to:

On the motion of Mayor Scordino, and unanimously accepted, it was

RESOLVED to accept the attached agreement between the Village of Babylon and the Board of Education of the Babylon Union Free School District regarding the use of athletic field(s).
