A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, July 28th, 2015.  On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, the meeting opened at 7:33 p.m.  On the motion of Trustee Basile, seconded by Trustee Amelia and unanimously carried, the meeting adjourned at 8:01 p.m.

REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF BABYLON WAS HELD IN THE BOARDROOM,

Regular meeting of the Board of Trustees opened at 8:04 p.m.

The Pledge of Allegiance was lead by Trustee Davida.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the July 14th, 2015 regular meeting of the Board of Trustees and dispense with the reading of the same.

Mayor Scordino gave special recognition and commendation to three Code Enforcement Officers, Raymond Peterson, Paul Schulhaus, and Alexander Weber, and read the following letter that he presented to each of them:

“The Village of Babylon Board of Trustees and I would like to take this opportunity to commend you for your proactive approach to your duties as a Village of Babylon Code Enforcement Officer.

Your Initiative in identifying and pursuing counterfeit and falsified automobile inspection certificates has been a great service to the residents of our Village, the Town of Babylon and Suffolk County.  Your diligent efforts and those of your colleagues have resulted in the confiscation of over 70 illegal certificates of inspection to date.

The dedication to duty exemplified by yourself and the Village of Babylon Code Enforcement officers is what makes our Village a special community.  We are grateful for your service.”

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the residents of Bacon Lane to hold a Block Party on Saturday, August 22nd, 2015, from 12:00 p.m. to 11:00 p.m., with a rain date of August 23rd, 2015.  The street will be blocked between East Gate and Nehring Avenue, subject to parking restrictions for emergency purposes.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the residents of Tompkins Avenue to hold a Block Party on Saturday, September 19th, 2015, from 12:00 p.m. to 10:30 p.m., with a rain date of September 20th, 2015.  The street will be blocked between Little East Neck Road South and between #47 and #48 Tompkins Avenue (just east of Mayhew Avenue), subject to parking restrictions for emergency purposes.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to increase the yearly fees for Reserved Parking Permits, effective August 1, 2015, as follows:

Reserved Parking – Daily Use Spaces:                   $300

Reserved Parking – Occasional Use Spaces:         $230

Decal for Second Vehicle:                                          $  70   

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to hire Matthew Marx as a part time Sanitation Laborer with a salary of $8.50 per hour effective July 27, 2015.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to grant permission to the residents of Roosevelt Street to hold a Block Party on Saturday, August 29th, 2015, from 3:00 p.m. to 11:00 p.m., with a rain date of August 30th, 2015.  The street will be blocked between Deer Park Avenue and Siegel Blvd., and Cleveland Street, subject to parking restrictions for emergency purposes.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to approve the following warrant for July 28, 2015:

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried,

WHEREAS a Public Hearing was held on Tuesday, July 28th, 2015,

BE IT HEREBY RESOLVED to approve the application of Christian & Courtney Dyckman to open a Bakery at 199 East Main Street, subject to Covenants and Restrictions to follow.

Trustee Davida commented that the Village Pool is in full operation;  swim lessons will be coming to an end soon and the annual Village Swim Meet will be held August 8th, 2015.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to appoint Gerard Glass as Special Counsel to the Village of Babylon.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire John Ziegelmeier as a starter at the Golf Course with a salary of $7.50 per hour effective July 22, 2015.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire Bernardo Archer as a part-time Sanitation Laborer with a salary of $8.50 per hour effective July 20, 2015.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to issue refunds in the amounts indicated below to each of the applicants listed for the return of ZBA sign(s) for partial refund:

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Babylon Breast Cancer Coalition to maintain temporary signs at various merchants throughout the Village from September 1st to October 1st, 2015, to advertise the ‘Fit for a Cure 5k Run/Walk’ to be held on Sunday, October 4th, 2015.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to deny permission to the Greater Long Island Running Club to stage a training run in the Village of Babylon on Thursday, August 13th, 2015, at 6:30p.m., on the route attached, in preparation for the Suffolk County Marathon/Half Marathon.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the attached agreement [pertaining to the use of equipment and services] between the Board of Education of the Babylon Union Free School District and the Village of Babylon, for the period of September 1, 2015 through June 30, 2016.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant a license to the following applicant to drive a taxi cab for Lindy’s Taxi in the Village of Babylon:

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant a license to the following applicant to drive a taxi cab for Sunset Taxi in the Village of Babylon:

     Pierre FilsAime
