A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, July 25, 2017.  On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 7:50 p.m.  On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried, the meeting adjourned at 8:15 p.m.

Regular meeting of the Board of Trustees opened at 8:20 p.m.

The Pledge of Allegiance was led by Trustee Muldowney.

On the motion of Mayor Scordino, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to approve the minutes of the July 11th, 2017, regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated July 19, 2017:

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to have Christine Benson teach the Red Cross WSI Course at the pool.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to the Babylon Carriage House to maintain a 2’ x 9’ temporary sign on the building located at 21 Fire Island Avenue, advertising the “Wednesday Night Lobster Bake”.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to the residents of Sumpwams Place to hold a Block Party on Sunday, August 13th, 2017, from 1:00 p.m. to 8:00 p.m.  The street will be blocked between Sumpwams Place and Virginia Road, subject to parking restrictions for emergency purposes.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to approve the following warrant for July 25th, 2017:

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the residents of Cockenoe Avenue to hold a Block Party on Sunday, September 24th, 2017, from 12:00 Noon to 8:00 p.m., with a rain date of October 1st, 2017.  The street will be blocked between Wampum Road and Wyandanch Avenue, subject to parking restrictions for emergency purposes.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the residents of Tompkins Avenue to hold a Block Party on Saturday, September 30th, 2017, from 12:00 Noon to 10:30 p.m.,with a rain date of October 1st, 2017.  The street will be blocked between Little East Neck Rd., South and #48 & #47 Tompkins Ave., (just East of Mayhew Ave), subject to parking restrictions for emergency purposes.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission* to the residents of Morrison Street to hold a Block Party on Saturday, August 5th, 2017, from 1:00 p.m. to 11:00 p.m., with a rain date of August 12th, 2017.  The street will be blocked between Livingston Avenue and Park Way, subject to parking restrictions for emergency purposes.  *(This permission is granted in conjunction with permission from the Town of Babylon.)

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue a refund in the amount of $5,500.00 to Koeppel Martone & Leistman, LLP for the properties listed as per the attached Stipulation of Settlement.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a refund in the amount of $550.00 to Jesse Huebsch for Boat Slip #21 at Beach Canal.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to increase the salary of part-time Golf Course Starter Peter Montalbano to $8.50 per hour effective July 9, 2017.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire Rachel Schwartz as a part-time Parking Meter Officer with a salary of $10.50 per hour, effective July 11, 2017.

On the motion of Mayor Scordino, seconded by Trustee Muldwoney and unanimously carried it was

RESOLVED to transfer $43,565 from FY 17/18 Budget Line Item A1990.400 (Contingent Acct.) to newly created line item A.5110.408.ML1 for the Municipal Parking Lot 1 Resurfacing Project (ID-8840).

[The Dormitory Authority of the State of New York (DASNY) has awarded a $100,000 grant for the Municipal Parking Lot 1 Resurfacing Project.  The proposed budget is $143,564.66.  The balance of funding for this project is the Village’s Share.]

On the motion of Mayor Scordino, seconded by Trustee Muldwoney and unanimously carried it was

RESOLVED to grant a license to the following applicant to drive a taxi cab for Lindy’s Taxi in the Village of Babylon:  Kirk Schwabe

On the motion of Mayor Scordino, seconded by Trustee Muldwoney and unanimously carried it was

RESOLVED to grant a license to the following applicant to drive a taxi cab for Sunset Taxi in the Village of Babylon:                 Eugene Lupo

Mayor Scordino made the following announcement:

Please be advised that there will be no second Board meeting in August.

The meeting was opened to the public; no one addressed the Board.
