A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, July 16, 2013.  On the motion of Trustee Muldowney, seconded by Trustee Amelia, and unanimously carried, the meeting was opened at 4:20 p.m. On the motion of Trustee Davida, seconded by Trustee Amelia, and unanimously carried, the meeting was adjourned at 6:25p.m.

REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF BABYLON WAS HELD IN THE BOARDROOM 153 WEST MAIN STREET BABYLON, NEW YORK ON TUESDAY, JULY 23, 2013

Regular meeting of the Board of Trustees opened at 8:02 p.m.

The Pledge of Allegiance was lead by Trustee Muldowney.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the July 9, 2013 regular meeting of the Board of Trustees and dispense with reading of the same.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to increase the salary of Stanley Gooden .50 cents per hour effective July 15, 2013.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to remove the following exemption and restore full assessment to

Section 9  Block 2  Lot 13.1,  77 Argyle Avenue

formerly a Trust for Katherine Fallon, a Veterans Eligible Fund Exemption with an assessed value of 5000, and bill the Estate of Katherine Fallon a total of $881.10, which is for:

Tax Year 2012/2013:     $169.10  (95 days @ $1.78 per day)

Tax Year 2013/2014:      $712.00  (entire year)

            Total:                     $881.10

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Babylon Rotary Club to maintain temporary signs to advertise the 10K Trail Run to be held on Sunday, August 18th, at the following locations:

Main Street and Route 109

Route 231 and Main Street

Park Avenue and Route 109

Deer Park Avenue and Village Line Road

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to Molto Vino to have saxophone player Tony Carfora perform on July 25th, 2013 from 7:00 p.m. to 10:00 p.m.

Trustee Basile announced that the Tai chi classes being offered at the Conklin House on Monday and Thursday mornings have been going very well.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to approve the attached change from D.F. Stone Contracting regarding the

Golf Course Clubhouse.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue refund in the amount of $50.00 to Charles Megna for electric usage paid for at slip #44 at Main Dock, as he switched to berth #29 at East Creek.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the resignation of Martin Carman as a full-time Sanitation Laborer effective July 13, 2013.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to the residents of Vanderbilt Avenue to hold a Block Party on Saturday, August 3rd, 2013, from 2:00p.m. to 11:00p.m., with a rain date of Saturday, August 17th, 2013.  The street will be blocked between Marlboro Road / Woodrow Parkway and Beverly Road, subject to parking restrictions for emergency purposes.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to accept the resignation of Bryan Musmacker as a part time highway laborer effective July 3, 2013.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to make Peter Taggart head lifeguard at the Babylon Village Pool with a salary of $9.00 per hour effective July 15, 2013.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to approve the attached change from FML Contracting regarding the Village Pool Restoration work.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to issue refunds pertaining to the Village Pool as follows:

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue refund in the amount of $ 25.00 to Garrison Gross for the return of one (1) Board of Trustee Public Hearing sign for 14A Railroad Avenue.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried,

BE IT RESOLVED, that the Village Board of the Village of Babylon, hereby establish  standard workdays for the attached for the purpose of determining days worked reportable to the New York State and Local Employees’ Retirement system:

The required Three month calendar logs have been submitted and are hereby approved.   Based on the calendar logs the number of days per month to be reported for appointee is shown on the attached chart.  These calendars replace calendars previously submitted.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Beautification Society to use Argyle Park and the Gazebo area for this year’s Country Fair, to be held on September 8th, 2013, with a rain date of September 15, 2013.  This includes permission for Trolley service, which will be arranged by the Village.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to approve the following warrant for July 23, 2013:

Trustee Amelia reminded everyone about the free concerts held at the Gazebo on Friday nights throughout the summer.

Mayor Scordino announced that there will be no second Board Meeting in August.

The meeting was opened to the public; no one was present.
