A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, July 11, 2017.  On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 7:20 p.m.  On the motion of Trustee Muldowney seconded by Trustee Davida and unanimously carried, the meeting adjourned at 7:35 p.m.

REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF BABYLON WAS HELD IN THE BOARD ROOM,

Regular meeting of the Board of Trustees opened at 8:04 p.m.

The Pledge of Allegiance was led by Trustee Muldowney.

On the motion of Mayor Scordino, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to approve the minutes of the June 27th, 2017, regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to hire Shannon Hartigan as Swim Team Coach ($500/season) and

ALSO RESOLVED to have Michael Kamme teach the Lifeguard Training Course at the pool.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to increase the salaries of the following Pool employees effective July 9, 2017:

            Thomas Horstmann to $17.00 per hour

            Ron Pashen to $12.00 per hour

            John Corcoran to $8.75 per hour

            Brian Lavin to $8.75 per hour

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to accept the revised salary schedule [dated July 11, 2017] for the Summer Youth Employment Program for 2017, as per the attached.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to issue a refund in the amount of $35.00 to Christine Graham for Guard Start Lessons.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to issue a refund in the amount of $50.00 to Daneen Colombo of LDDC, Inc., for the return of one Board of Trustees Public Hearing sign for partial refund.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to issue a refund in the amount of $190.47 to Sands Abstract, LLC for overpayment of 2017 Taxes on:  16 Howard St.   [S/B/L:  007 – 02 – 014]          

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to amend the Covenants & Restrictions for Gino’s Pizza, 258 Deer Park Avenue, to allow for outdoor seating in the front and along the side of the building, on a trial basis.  This permission is for a total of four tables and a total of eight seats.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue a refund in the amount of $951.79 to Corelogic Tax Service for duplicate payment of 2017 Taxes on:  12 Johnson Ct.   [S/B/L:  012 – 01 – 038]

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried,

WHEREAS A Public Hearing was held on Tuesday, June 27, 2017,

BE IT HEREBY RESOLVED to approve the application of Laura Duncan & Daneen Colombo of LDDC, Inc., to open Super Bowls, Acai Bowls & Smoothies, at 21 Cooper Street.

ALSO BE IT RESOLVED to approve and adopt the attached Covenants and Restrictions for Super Bowls, 21 Cooper Street.  [Section 11 / Block 2 / Lot 21]

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a refund in the amount of $62.71 to New York Abstract Services for overpayment of taxes on:  44 Walbridge Avenue  [S/B/L/:  017 – 01 – 096]

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to amend the Covenants & Restrictions for Main Street Theater, 34 West Main Street, to increase the total seating from 470 to 500.  [Section 14 / Block 01 / Lot 011]

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a refund in the amount of $650.00 to Donald Longo for boat slip #30 at Argyle Basin.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to approve the following warrant for July 11th, 2017:

General Account:                       $ 258,506.70

Conklin House:                           $         177.08

TOTAL GENERAL FUND:      $ 258,683.78

Trust Fund:                                $     8,752.99

TOTAL:                                   $267,436.77

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that Mayor Scordino be authorized to enter into a contract with Ironhead Studio, Inc., for the creation and installation of a statue honoring the history of the clamming industry on the Great South Bay of Long Island.  The statue is to be placed on Village of Babylon property.

On the motion of Mayor Scordino, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to deny a license to the applicant to drive a taxi cab in the Village of Babylon.

Mayor Scordino made the following announcement:

The Board of Trustees of the Village of Babylon will hold a Public Hearing on Tuesday, July 25, 2017, at 7:00 p.m., to consider the adoption of proposed Local Law #8 of 2017, which is a local law regarding Unmanned Aircraft Systems.

Mayor Scordino expressed his appreciation to the Trustees for all their time and effort, and thanked them for the fantastic jobs:

            Trustee Basile – with the Old Fashioned Barbeque at the Conklin House;

            Trustee Davida – with the Village Pool

Trustee Muldowney – with the Golf Course and the Boat Marinas

Trustee Adams – with the new Facebook account

The meeting was opened to the public;

Frank Curtin, 420 Fire Island Ave., asked about the Bayman Statue and the Public Hearing for the Drone Ordinance

Meeting adjourned 8:16 p.m.
