A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, July 10, 2018.  On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, the meeting opened at 7:35 p.m.

On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried, the Board entered into Executive Session at 7:44 p.m. to discuss sensitive properties.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, the Board returned to public session at 8:11 p.m.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, the meeting adjourned at 8:15 p.m.

Regular meeting of the Board of Trustees opened at 8:18 p.m.

The Pledge of Allegiance was led by Trustee Adams.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the June 26, 2018 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the request of Patricia Carley to retire as Village Clerk of the Village of Babylon effective July 14, 2018.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the request of Patricia Carley to retire as Registrar of the Village of Babylon effective July 14, 2018.

Mayor Scordino spoke of Pat Carley’s 25 years with the Village of Babylon and her tremendous amount of expertise; She helped the Board so much in her 23 years as Village Clerk and will be deeply missed in the Village family.  The Board members concurred that Pat will be sorely missed; they thanked her and wished her well in her retirement.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to appoint Jean Marie Parker as Village Clerk effective July 16, 2018 to fulfill the unexpired term of Patricia Carley which is to April 2019.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to appoint Jean Marie Parker as Registrar of the Village of Babylon effective July 16, 2018 to fulfill the unexpired term of Patricia Carley which is to April 2019.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to adjust the 2018/19 Budget by increasing the Building line A1620.200 by $300,000 and increasing the A5730 Bond Anticipation Notes by $300,000, for emergency fuel station repairs.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED, that Jean Marie Parker be allowed to act as website coordinator for the Village of Babylon effective July 16, 2018.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to issue a refund in the amount of $59.71 to Class Abstract Services, Inc. for overpayment of 2018/19 taxes on the property located at 54 Woodrow Parkway.   [Section 005/ Block 01/ Lot 006]

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Babylon Carriage House to maintain a 2’ x 6’ temporary sign on the building located at 21 Fire Island Avenue, advertising the “Wednesday Night Lobster Bake”.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to dispose of the following records as per the New York State archives records retention schedule MU-1:    Warrant vouchers dated June 1, 2011 through May 31, 2012

Trustee Basile reminded everyone that the Conklin House Barbeque will be held Sunday, July 22nd from 1:00 pm to 5:00 p.m.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue a refund in the amount of $702.95 to Mariner’s Bank for overpayment of 2018/19 taxes on the property located at 371 Deer Park Avenue.    [Section 007/ Block 02/ Lot 068]

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Arts Council to maintain temporary signs at the three entrances into the Village (indicated below) from July 17th to August 9th, 2018, to advertise Wednesday Family Film Night at the Gazebo.

            Entrances:       Deer Park Avenue, by the Lutheran Church

                                       Rt. 109 and Montauk Highway

                                       Montauk Highway and Rt. 231

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried,

BE IT RESOLVED, that the calendars for the appointed and elected officials listed on the attached chart, (if required) are hereby accepted as an accurate accounting of the average number of days worked per month per year.

And therefore,

BE IT RESOLVED, that the Village Board of the Village of Babylon, hereby establish standard workdays for the purpose of determining days worked reportable to the New York State and Local Employee’s Retirement system:

All Elected and Appointed Officials:       Six-hour day

Mayor’s Secretary, Treasurer, Village Clerk, Village Justice Court, all clerical staff:

                                                                        Seven-hour day

Superintendent of Public Works and laborer staff:

                                                                        Eight-hour day

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to issue a refund in the amount of $150.00 to Ronald Besemer for the return of Commercial Inspection fee which was paid in error.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to the residents of Bacon Lane to hold a Block Party on Saturday, August 18th, 2018, from 12:00 Noon to 11:00 p.m., with a rain date of Sunday, August 19th. The street will be blocked between East Gate and Nehring Ave., subject to parking restrictions for emergency purposes.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED, that pursuant to New York State General Municipal Law section 104(b), Jean Marie Parker be added to the list of employees responsible for purchasing, effective July 16, 2018.

Trustee Davida commented that the pool is now open and thanked all the staff for their efforts.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to approve the following warrant for July 10, 2018:

General Account:                    $ 161,157.09

Conklin House:                       $       288.88                          

TOTAL GENERAL FUND:  $  161,445.97

TOTAL:                                 $161,445.97

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to Christ Episcopal Church, 12 Prospect Street, to maintain a temporary sign over the front doors of the church from now through September 15th, 2018, as per the attached.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a refund in the amount of $60 to Justin Jaworski for switching from a 14’ wide boat slip (#8033) to a 13’ wide boat slip (#8043) at Main Dock.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a refund in the amount of $500 to James Glynn, who will not be using his boat slip #4051 on East Creek for the 2018 Boating season.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried,

WHEREAS a Public Hearing was held on Tuesday, July 10, 2018,

BE IT HEREBY RESOLVED to approve the application of Margaret Drew, President of MADD Bartini, Inc. to maintain the business at 124 North Carll Avenue, currently known as Bartini, subject to Covenants and Restrictions to follow.

The meeting was opened to the public; no one addressed the Board.
