A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, January 9, 2018.  On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, the meeting opened at 7:25p.m. On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting adjourned at 7:45p.m.

Regular meeting of the Board of Trustees opened at 8:02 p.m.

The Pledge of Allegiance was led by Trustee Davida.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the December 13th, 2017, regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated December 20, 2017:

At the regular monthly meeting of the Fire Council held December 19, 2017, the Fire Council took the following actions and we await your approval:

Placed on Sick Leave:

            Timothy Cosgro as of December 2, 2017

            Trevor McGetrick as of December 5, 2017

Took Off Sick Leave with Medical Clearance:

            Jeffrey Bridges as of November 30, 2017

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to remove the exemptions from the 2017 Final Roll as per the attached Assessor Petitions.

ALSO RESOLVED to bill the new owners the exempt property restoration accordingly, for the Tax Years as indicated on the attached chart.  (chart continued on next page)

WHEREAS a Public Hearing was held on Wednesday, December 13, 2017,

BE IT HEREBY RESOLVED to approve the application of Richard Bedrosian to open Babylon Burger Bar at 1 West Main Street.

ALSO BE IT RESOLVED to approve and adopt the attached Covenants & Restrictions for Babylon Burger Bar, 1 W. Main Street.  [Section 10 / Block 3 / Lot 46.1]

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to approve the following warrant for January 9, 2018:

General Account:                    $ 277,037.52

Conklin House:                       $         196.46

TOTAL GENERAL FUND:  $  277,233.98

TRUST FUND:                      $       5,386.46

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the attached proposal from David Tanner of Liberty Municipal for services regarding the development of a 5-year Capital Plan for the Village, and for assistance with the final review of the upcoming 2018-19 Budget.                [w/ Contract #1494]

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to transfer the unused 2016/17 Budget Lines:

                        A3410.200.R   Fire Department – Kitchen Renovations 

                        A3410.200.V  Fire Department – Vehicle    

to the 2017/18 Budget Lines with the same names and numbers for this current year’s completion of the Fire Department Kitchen and purchase of the new Chief’s Vehicle, as per the attached.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Beautification Society to use Babylon Village facilities/venues for the Babylon Beautification Society fundraisers/events in 2018, indicated below.  This permission is granted contingent upon timely receipt of required Certificate of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed and notarized ‘Hold Harmless’ agreement.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to accept the attached inter-municipal agreement for shared services between the Board of Education of the Babylon Union Free School District and the Village of Babylon, for a term of July 1, 2017 through June 30, 2018.    [Contract #1468]

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED that the Treasurer of the Village of Babylon be directed to hold a Tax Sale at the Municipal Building at 153 West Main Street, Babylon, New York, on Saturday, the 24th of February, 2018, at 10:00 a.m., for unpaid 2017/18 Village Taxes.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to terminate the employment of Richard Terrell effective December 6, 2017.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED that pursuant to Village Code §34-9 (a) the Board of Trustees hereby requests that the Building Inspector serve as the principal “Code Enforcement Officer”, and that the Building Inspector (or his/her designee) conduct property inspections of residential premises as may be appropriate and necessary prior to issuance of rental permits in accordance with and pursuant to Chapter 281, Section 281-3.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant a license to the following applicant to drive a taxi cab for Lindy’s Taxi in the Village of Babylon:          Kenneth Ryan

The Mayor made the following announcement:

Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Monday, January 15, 2018, in observance of the Martin Luther King Day Holiday.  Residents are reminded that they should not put rubbish or recycling out to the curb on holidays.

The Mayor expressed his appreciation to those residents who make a conscious effort to keep their vehicles off the streets during snowstorms;  it significantly helps during the snow-plowing process.

The meeting was opened to the public:

Frank Curtin, 420 Fire Island Avenue, asked about the Inter-municipal Shared Services Agreement with Babylon School District, the Assessor Petitions and Exempt Property Restorations, the proposal from Liberty Municipal, and the Tax Sale.

Meeting adjourned at 8:15 p.m.
