A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, January 28, 2014.  On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, the meeting was opened at 7:08 p.m. On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting was adjourned at 7:45 p.m.

 

REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF BABYLON WAS HELD IN THE BOARDROOM, 153 WEST MAIN STREET BABYLON, NEW YORK, ON TUESDAY, JANUARY 28, 2014

Regular meeting of the Board of Trustees opened at 8:02 p.m.

The Pledge of Allegiance was lead by Trustee Davida.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the January 14th, 2014 regular meeting of the Board of Trustees and dispense with reading of the same.

The Village Clerk read the letter from the Fire Council dated January 24, 2014:

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED that the Receiver of Taxes for the Village of Babylon be authorized to close the Tax Year 2013-2014 on January 28, 2014, and return the tax roll and warrant as required by Section 1426 of the Real Property Tax Law.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimounsly carried, it was

RESOLVED to grant permission to the Babylon Village Arts Council to hold their free puppet show in Argyle Park from 1:30 p.m. to 3:30 p.m. on July 13, 2014, with a rain date of July 20th, 2014.  This includes permission to use a generator for sound system needs.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimounsly carried, it was

RESOLVED to grant permission to the Babylon Village Arts Council to hold their seventh annual Outdoor Art Exhibit at Argyle Park, on May 17 & May 18, 2014, from 10:00am to 4:30pm.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimounsly carried, it was

RESOLVED to hire Patricia Duryea as a part-time Code Enforcement Officer with a salary of $9.00 per hour effective January 18, 2014.

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to issue refund in the amount of $70.00 to Thomas DeStefano for changing from ‘Reserved’ parking (decal #455) to ‘Occasional Use’ parking (decal # 807).

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to appoint Jeannine Finelli to the Storm Water Management Committee effectively immediately.

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to remove and replace on the Tax Roll for the 2014-2015 Tax Year, Senior Citizens Exemptions in the amount of 66,858 in assessed value, and approve additional applications in the amount of 8,628 as per the attached.  The total assessed value of Senior Citizen Exemptions decreased by 16,999 for 2014.

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to remove and replace on the Tax Roll for the 2014-2015 Tax Year, Eligible Funds Veterans Exemptions in the amount of 16,200 in assessed value, and renew exemptions in the amount of 435,827 in assessed value, as per the attached listing.

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to renew Disability Exemptions in the amount of 2,495 in assessed value for the 2014-2015 Tax Year as per the attached.

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to remove and replace on the Tax Roll for the 2014-2015 Tax Year, Alternative Veterans Exemptions in the amount of 8,095 in assessed value, and approve additional applications in the amount of 3,735 in assessed value.

Total Alternative Veterans (Combat & Non-Combat combined) Exemptions for the 2014-2015 Tax Year are 100,041 in assessed value as per the attached listing, which is a decrease in the amount of 3,788 in assessed value from 2013.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the following warrant for January 28, 2014:

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that the Board of Trustees or a majority thereof shall constitute the Board of Review to hear complaints in relation to assessments on Tuesday, February 18, 2014, at the Municipal Building, 153 West Main Street, Babylon, New York, between the hours of 1:00 P.M. and 5:00 P.M.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to remove the current exemptions and restore full assessment to the properties listed below, and bill the new owners accordingly, for the 2013/14 Tax Year.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried,

BE IT HEREBY RESOLVED by the Mayor and Trustees of the Village of Babylon that the Contract between the CSEA and the Village of Babylon covering the period of June 1, 2010 to May 31, 2014 concerning “Blue Collar” workers be deemed, accepted and ratified and

MAYOR RALPH SCORDINO is empowered to execute said contract on behalf of the Village of Babylon.

Mayor Scordino made the following announcement:

The Board of Trustees will hold a Public Hearing on Tuesday, February 11, 2014, at 7:00pm, to consider the adoption of Local Law #1 of the year 2014, which is a local law authorizing a property tax levy increase in excess of the limit established in General Municipal Law 3-C (2%).
